Baltimore County is Hiring a Rehabilitation Program Coordinator (Facility Lead) - Non-Merit Near Towson, MD

Regular Schedule: 34 hours per week

A Non-Merit vacancy exists in the in the Division of Housing Finance and Opportunities, Department of Housing and Community Development.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

A list of eligible applicants will be established based on the examination as outlined below.
 
Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.

Under general supervision, performs professional administrative duties related to analysis of programs, composition of technical reports, and preparation of a moderately complex budget; supervises work of senior rehabilitation specialist and rehabilitation specialist and other support staff; and does related work as required
Examples of Essential Duties
  • Processes single-family housing rehabilitation loan applications under the federally funded Community Development Block Grant (CDBG) program, the State of Maryland’s Housing Rehabilitation Program (MHRP), and the State of Maryland’s Lead Hazard Reduction Program (LHRP).
  • Completes underwriting to determine program eligibility and loan terms, and collect and copy supporting documentation from applicant including proof of ownership tax bills, homeowners insurance, verification of income, etc.
  • Reviews title reports, credit reports, contractor proposals, employment and mortgage verification reviews.
  • Assessed Maryland Historic Trust findings.
  • Underwrites rehabilitation loans, review files for pre-construction and settlement, the actual settlements, and the issuance of Orders to proceed.
  • Evaluates requests for loan subordinations, and follow up on foreclosure notices.
  • Identifies operational and administrative problems; Formulate, recommend, and draft changes in policies and procedures.
  • Gathers information and make formal written and oral recommendations for corrective actions.
  • Interpret rules and regulations of a variety of local, state, and federal programs.
  • May supervise and train a small to moderately sized staff engaged in support activities.
  • May perform special or technical assignments as directed; may receive, investigate, and resolve inquiries, requests, and complaints.

Required Qualifications

Graduation from an accredited college or university with a bachelor’s degree, preferably in in business administration, public administration

Plus 

Two years’ responsible management experience in business or government involvement including analysis and evaluation of budgets, systems, policies and procedures, and program administration.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.
