Baltimore County is Hiring an Outreach and Community Engagement Coordinator -Non-Merit Near Towson, MD

Regular Schedule: 34 hours per week.
A Non-Merit vacancy exists in the Administrative Office.
Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Baltimore County seeks talented, forward thinking and collaborative professionals to serve as Outreach and Community Engagement Coordinators for the Office of Community Engagement. The Outreach and Community Engagement Coordinator will serve as the Administration’s contact person to their assigned community or neighborhood to create effective and sustainable partnerships between community and neighborhood organizations and the County.

Description of the Office of Community Engagement
The Office of Community Engagement serves as a mechanism to create space(s) for community dialogue, information sharing, partnership and action with neighborhood residents, leaders and organizations to improve quality of life for the residents of Baltimore County. The Office of Community Engagement will be a proactive Office to facilitate and engage in dialogue, link neighborhoods and the Administration together to leverage power to solve problems. The office will create avenues of engagement through online and offline methods to provide open spaces for feedback and information gathering on Baltimore County initiatives. The Office of Community Engagement will also serve to advance Baltimore County’s priorities by partnering with neighborhood organizations and leaders to solve problems at the community level and to ensure that issues are solved with combined knowledge, strategic and forward thinking efforts.
 
Essential Functions
  • Attends community meetings (some evenings and weekends) with community/neighborhood leaders to plan and implement community/neighborhood improvement efforts.
  • Acts as the main contact for community members who have questions on County programs/services; Acts as the main contact between the County and the Community by advising community members on County programs and other new initiatives.
  • Reports on important issues and activities in assigned geographic areas to County leadership; Maintains database of all assigned areas, civic associates, neighborhood organizations in existence within the County.
  • Explains and facilitates County processes; Plays a role in educating neighborhood and community residents and seeks to move citizens through the process of mere awareness of the existence of neighborhood organizations to involvement, participation and contribution to those organizations and the governmental process.
  • Assists with resolving complex neighborhood/community complaints in a timely fashion.
  • Partners with neighborhood/community leaders to improve quality of life issues; proactively works to identify emerging issues in the neighborhoods/communities.
  • Provides coordination and direction to County agencies in initiating and responding to community/neighborhood initiatives, plans, events, and requests.
Required Qualifications
Bachelor’s Degree in Government, Politics, Communications, Public Policy and or related field preferred.
  • Two to four years’ experience in related field preferred.
  • Commitment to Public Service; Ability to organize neighborhoods/communities for a common cause.
  • Personal understanding of the impact of neighborhood groups.
  • Previous community outreach experience in a diverse or multi-cultural community environment; Effective verbal and written communication skills; Fluency in Spanish a plus.
  • Ability to prepare and present reports; Ability to establish and maintain effective working relationships with elected officials, co-workers and the general public.
  • Ability to prepare and present information and ideas clearly.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions.
