RESPONSIBILITIES

ESSENTIAL DUTIES AND RESPONSIBILITIES
The essential duties and primary responsibilities below are intended to describe the general requirements of this
job and are not intended to be an exhaustive statement of duties. Other duties may be assigned.

  • Assist with preparation of operating, grant, capital, and revenue budgets in coordination with the Budget
    Director and department personnel using standard budgeting methods.
  • Support the development of budget and other financial documents by reviewing narrative for content and
    verifying accuracy of data.
  • Compile monthly financial reports and provide explanations of variances.
  • Provide management with planning and control information by assembling and analyzing historical
    financial data; identifying trends; providing forecasts and cost estimates; explaining processes and
    techniques; and preparing presentations for management review.
  • Prepares/approves accounting and financial transactions by verifying documentation and accurately
    completing transactions.
  • Reviews documentation and funding information for accuracy and ensures that transactions are
    processed in accordance with ATP policy, applicable laws and regulations, and sound business practices.
  • Coordinate and evaluate plans, criteria, schedules, etc. for a variety of projects, programs, and plans.
  • Stay abreast of municipal and bond market trends and creative financing alternatives. Provide research
    and analysis of municipal financing techniques.
  • Develop budget instructions, trainings, policies, and procedures.
  • Ensure compliance with ATP and other regulatory agency requirements and policies.

QUALIFICATIONS

MINIMUM QUALIFICATIONS—EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Accounting, Finance or related field or an equivalent combination of related
    education and experience may be substituted for education on a year for year basis.
  • Three (3) years of progressively more complex experience in a financial analysis role involving research,
    financial analyses, operating and capital budgets, cost of service studies, financial modeling, and policy
    analysis.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of the processes and theories used for public budgetary and financial policies.
  • Knowledge of accounting practices and concepts.
  • Knowledge of internal control systems.
  • Knowledge of modern methods of fiscal planning, cost benefit analysis, and capital financing.
  • Skill in designing financial models and developing financial forecasts, as well as analyzing, calculating,
    tabulating, and combining a variety of financial data.
  • Ability to prepare comprehensive reports and recommendations, and to identify issues/discrepancies,
    gather/analyze and present data to provide accurate information for management’s use.
  • Skill in using a variety of financial software applications, spreadsheet modeling and presentation
    software, Microsoft Office Suite.
  • Excellent verbal, written, and presentation skills.
  • Effective organizational skills.
  • Ability to make decisions in an expedient manner.
  • Must be customer service oriented.
  • Ability to interact with team members as well as members of the management staff and Board of
    Directors.
  • Must be proficient in using business and communications software, preferably Microsoft Office 365 which
    includes Word, Excel, PowerPoint, Outlook, and Teams

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is generally performed in an office environment, but occasionally requires attendance at public meetings,
stakeholder meetings, and/or job sites. ATP promotes a safe and healthy work environment and provides
