Arlington County is Hiring a WPCB MANAGEMENT SPECIALIST Near Arlington, VA
The Department of Environmental Services (DES) is seeking an Management Specialist for the Water Pollution Control Bureau (WPCB) to administer the Plant Discharge Permits Program. The Specialist will be responsible for submitting required monthly discharge monitoring reports to the Virginia Department of Environmental Quality (DEQ), as well as monitoring designated equipment subject to the National Emission standard for Hazardous Air Pollutants. The Specialist also provides support with budget analysis and contract administration, procurement, program assessment and recommendation, systems and procedures development, and training staff. Major duties include:
Processes required documentation associated with the National Emission Standards;
Evaluates WPCB Operations process statistics in relation to Federal and legal regulations and standards;
Researches, conducts site visits/inspections, and analyzes issues and problems, documents findings, and makes recommendations for solutions;
Evaluates projects, programs and/or services for trends and patterns; identifies and resolves complex program issues and recommends changes to ensure efficient delivery of services and prepares summary for management;
Determines the most appropriate methods/procedures to ensure the optimization in operations and maintenance, including identifies process problems and/or inefficiencies and recommends changes and performs retraining;
Develops and utilizes budget, management, and administrative information systems to monitor, control and assess programs, projects, services, activities, and contracts;
Serves as liaison with the Department of Management and Finance; provides budget advice to management, division chiefs and/or staff;
Prepares and analyzes reports regarding fiscal matters; monitors activity and system performance; and
Attends regional committee meetings, including various commission meetings and briefings.
The ideal candidate will have demonstrated experience managing multiple projects of varying complexity, including effectively working with developers, contractors, utility companies and staff, and be adept at problem solving while adhering to compliance regulations. Minimum:
Bachelor's Degree in public administration, business administration, environmental science, environmental engineering, or related field; and
Experience in public administration, permit compliance, or program, contract, and/or budget management.
Substitution: Additional qualifying experience may be substituted for the education requirement. A Master's degree or higher may be substituted for some of the experience requirement. Desirable: Preference may be given to candidates with experience/credentials in one or more of the following:
Wastewater treatment, specializing in process control and discharge permitting;
Performing program, contract, and/or budget management for a wastewater plant or similar industrial facility;
Master's degree in environmental science or related field; and/or
Class 1 Operator's License in Wastewater Works.
