The Arlington County Treasurer's Office is seeking an Enforcement Specialist for its Compliance Division. The Enforcement Specialist’s responsibilities include: identifying delinquent accounts for enforcement action; initiating various types of enforcement action to collect on all types of delinquent accounts; performing field work to collect delinquent payments; meeting with taxpayers; and handling incoming calls from customers in a call center environment. The goal of these activities is to collect delinquent taxes and other debt owed to Arlington County, which reduces the delinquency rate of the County. The position reports directly to the Enforcement Supervisor for Compliance. The Treasurer is an elected official accountable to the citizens of Arlington County. The Compliance Division includes a call center which handles over 50,000 calls per year, and an enforcement team which issues over 10,000 liens/seizures and initiates over 1,000 Motions for Judgment each year. Specific duties include: Identifying accounts ready for enforcement action;Properly executing Seizure/Distress Warrants, including preparing documentation, taking pictures, tagging and securing assets, updating tax system notes, and creating vouchers to properly allocate payment;Assisting in the management of enforcement processes pertaining to levies/seizures/sales;Assisting in the management of the Tag Reader Program (LPR camera);Training staff on using LPR equipment and best practices in field work;Maintaining accurate and timely reporting on all activity; andAssisting taxpayers over the phone and in person and acting as the subject matter expert for citizens and staff regarding enforcement actions.The ideal candidate will possess effective verbal and written communication skills, flexibility, coachability, self-motivation, time-management skills, empathy for customers, and the ability to remain professional and calm in a high volume, fast-paced customer service environment. This position requires the ability to multitask and alternate between duties in the field and customer service and back-office desk duties as needed. The candidate must be adept with technology and with using multiple complex systems at the same time, while eliciting, understanding and advocating for customer needs.The Compliance Division is comprised of three functional areas: Collections, Audit and Enforcement, and Litigation. The primary responsibility of the Collections section is providing telephone and face-to-face customer service. This includes answering questions about customer accounts, skip tracing, contacting debtors, performing research as needed, and referring customers to other Treasurer’s Office staff members, or other County or State agencies as needed. The collectors are also tasked with searching for assets belonging to delinquent taxpayers and referring the accounts to the Audit and Enforcement section when assets are identified. The Audit and Enforcement section is responsible for issuing third party liens to financial institutions and employers, effecting seizures against physical assets (vehicles and tangible property), liquidating seized assets at public auction and managing Set-Off Debt submissions to the Department of Taxation.The Litigation section pursues uncollected accounts through Motions for Judgment in General District Court, files and litigates all bankruptcy claims, identifies delinquent real estate to sell at auction and works with the Treasurers’ Association of Virginia to reform and enhance tax collection tools and other laws affecting treasurers.
EXAMPLE OF DUTIES
Minimum Qualifications: Completion of the requirements for graduation from a standard senior high school or vocational school, a GED certificate, or the equivalent, plus considerable experience in collections, law enforcement and/or public administration. Substitution: Additional education may be substituted for experience. Desirables: Preference will be given to applicants with one or more of the following: a) Experience working directly with the public explaining policies, regulations and/or tax regulations to customers; b) Experience performing program support functions using complex computer systems; and c) Strong MS Excel skills.

Work hours: Monday through Friday from 8:00 a.m. to 5:00 p.m. This is not a remote opportunity.
