Summary
This position is under the general supervision of the Director, Management Tradecraft Training (MTT), School of Professional and Area Studies. MTT prepares 50,000 foreign affairs agency employees to serve overseas and domestically in the General Management and Services, Human Resources, Facilities Management, and Financial Management field. The incumbent serves as a Course Manager for carrying out the full range of program responsibilities for all Financial Management Officer (FMO) courses.

Duties
Utilizing expert knowledge of the federal budget process; ICASS; Department of State financial management controls; and overseas management practices, the incumbent trains State and non-State personnel on a variety of financial management practices.
Conduct systematic and explicit reviews of the FMO training program to incorporate Department of State financial management practices and core workforce competencies throughout the FMO course portfolio.
Provide long-range strategic planning for the FMO course portfolio. Formulate and justify the team’s annual budget requirements. Create schedules for FMO courses for subsequent years. Develop action plans for staffing and training gaps.
Serves as Contracting Officer’s Representative for FMO training contracts. As COR, monitors day-to-day activities ensuring contract terms are met by the Department and contractors.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with financial management processes/procedures, such as the International Cooperative Administrative Support Services (ICASS), strategic planning, management controls, and budgeting.
Experience with adult teaching methodologies, instructional design concepts, and application of a variety technological learning tools.
Experience formulating team annual budget requirements.
There is no substitute of education for specialized experience for the GS-13 position.
