Seeking a full-time federal financial management specialist to support our U.S. State Department client. This position requires a federal finance and accounting subject matter expert who possesses extensive knowledge of and background in government agency budget execution and annual fiscal year financial planning program support. The position requires performing financial management activities, including (but not limited to) the following:

  • Provides financial management, budget reconciliation and reporting requirements required to support the program office’s ongoing worldwide operations
  • Conducts comprehensive analyses of the short-term and long-term financial needs of the client
  • Develops estimates of financial needs and prepares financial planning documents that serve as blueprints for the development and execution of the budget
  • Modifies plans as necessary in response to new program requirements, changing priorities, or budgetary adjustments
  • Conducts evaluations of the use of program resources at OCONUS resettlement sites in comparison to approved financial plans, projected workloads, and program priorities
  • Recommends new and revised financial management systems, policies, procedures, methods, and practices as the program expands
  • Advises and assists management in negotiating the financial terms and conditions of interagency agreements that are used to collect reimbursements for support provided by client related resettlement services if applicable
  • Reviews, analyzes, consolidates, and revises budget execution plans
  • Develops data for, and participates in, the negotiation of reimbursable agreements
  • Coordinates and carries out annual and multi-year budgeting in support of assigned appropriations
  • Formulates budget estimates and cost-benefit analyses for programs, projects, and other resources needed to administer programs, and developing detailed background documentation and justification for budget requests, presentations, and submissions
  • Develops cost-benefit and other analyses for recommending changes in funding and budget plans, and highlights the impact, including out-years, on programs, projects, or activities may occur if recommendations are accepted
  • Assists in the planning, development, testing, and implementation of budget and financial management systems, programs, and databases

Basic Qualifications:

  • SECRET clearance is required. Must be a U.S. citizen
  • 10 years of experience minimum BS degree from an accredited university in the field of finance or accounting
  • Experience executing financial management services such as internal control plans, analysis and reporting, budget reconciliation (POM/BES process), and funds de-obligation
  • Experience developing and managing a budget for an agency enterprise level program office
  • Experience reviewing and analyzing budget requests and providing recommendations
  • Thorough knowledge of federal fiscal year financial planning requirements and procedures

Additional Qualifications:

  • Knowledge/experience specific to DoS preferred
  • Certified Public Accountant/Certified Internal Auditor and/or MS/MBA in a related field a plus
  • Familiarity with Generally Accepted Accounting Principles (GAAP)
  • Ability to communicate effectively orally and in writing
  • Proven problem-solving abilities and a tangible track record of results
  • Experience with Microsoft Office Suite and cloud-based file sharing platforms
  • Ability to work directly with clients and minimal direct supervision
