Arkansas Secretary of State is Hiring a Human Resources Assistant Near Little Rock, AR

Summary: The Human Resources Assistant will assist the HR Manager and Director with various administrative tasks including recruiting, benefits, pay, leave, and maintaining records.

Essential Duties and Responsibilities include the following**

  • Maintains employee records, ensuring completion and accuracy of details such as contact information, job classifications, pay rates, organizational structure, and other key details.
  • Performs administrative and recordkeeping tasks related to staffing changes, which may include layoffs, resignations, terminations, and extended leave of absence.
  • Recruits qualified job applicants for open positions; collaborate with departmental managers to understand skills and competencies required for the opening.
  • Handles orientation for new employees by making Orientation presentation; explaining policies and procedures; obtaining required employee information; and advising employees of benefit packages.
  • Handles manual entries in Leave Book using Payroll Time Sheets
  • Processes insurance benefits and retirement transactions maintaining accurate information in database.
  • Administers annual open enrollment period for employee benefits.
  • Responds to benefits inquiries from managers and employees on plan provisions, benefits enrollments, status changes, and other general inquiries.
  • Assists in providing information or counseling to employees on various personnel issues such as benefits, leave accrual, and leave usage.
  • Assists director and manager in research and development of programs, policies, and presentations.
  • This position will cross train with Payroll to be the backup Payroll Officer.
  • Assists with planning and organization of the Annual Benefits Fair (This is an annual event that the Secretary of State sponsors for all state employees.)

Supervisory Responsibilities: No supervisory responsibilities.

Education/Experience: A minimum of an Associate’s degree in Human Resources or a related field is required, plus 1 year of experience and/or training in the human resource field; or the equivalent combination of education and experience. Bachelor’s degree is preferred.

Knowledge and Skills:

· Proficiency in Microsoft especially Word and Excel

· Good interpersonal communication skills both face-to-face and on the phone.

· Tenacity in tracking down information through various sources.

· Ability to read, analyze, and interpret basic documents; read and comprehend simple instructions.

· Ability to respond to common inquiries or complaints from employees

· Write documents and draft effective reports that conform to a prescribed style and format.

· Ability to effectively communicate and present information to management and other staff

· Compose short correspondence, memos, and email using correct grammar and spelling

· Ability to maintain a high degree of confidentiality

· Ability to perform multiple tasks simultaneously

· Define problems, collect data, establish facts, and draw valid conclusions based on the data.

· Ability to apply common sense understanding to carry out instructions furnished in written or oral form

· Deal with problems involving concrete variables in standardized situations.

Certificates, Licenses, Registrations: Valid driver’s license required.

Physical Demands: The employee may be required to sit, stand, and walk. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision and depth vision.

Work Environment: Office environment which can be stressful at times with multiple phones ringing, high volumes of email requests, and meeting with employees as necessary. Travel outside the office is typically minimal for this position, but is required for certain annual meetings including pre-open enrollment and vendor meetings.

Job Type: Full-time

Pay: $40,000.00 - $45,000.00 per year
