Arizona Department Of Public Safety is Hiring a Facilities Project Manager Near Phoenix, AZ

This recruitment will be used to establish an 18-month eligibility list to fill current and future vacancies. Application period may close without notice.  
Under direction of a Facilities Manager, coordinates the planning, construction, and remodeling of various facilities of the Department; gives instructions to and reviews the work of contractors; aids in the planning, development, and installation of new sites, facilities, and buildings. Performs related duties as assigned. This is a competitive classification.

1. Schedules, plans, and writes work requests, inspections, and work notices to complete job assignments and building inspections on schedule.

2. Obtains estimates and quotes.

3. Designs buildings, sites, interior suite layouts, modular furniture layouts, miscellaneous structures, and details.

4. Develops formal bid contract documents to provide vendors with documents to facilitate bidding and construction of projects.

5. Processes work requests (RFW's) to provide recommendations on requested improvements/modifications to Department facilities including cost estimates, designs, and scope of work, timing, and funding.

6. Administers construction contracts and inspects construction projects to ensure that the Department is receiving the quality and extent of work agreed upon in the contract, and to ensure contractors conform to contract documents, building codes, and time schedules.

7. Drafts and submits weekly reports to document week's activity, status of all assigned RFW's and projects, request assistance, advise of problems or needs, and report project quality and completion.

8. Inspects Department buildings and property, and generates work orders for necessary repairs.

9. Prepares Invitations for Bid (IFB), Requests for Quotation (RFQ), Requests for Proposals (RFP), and formal bid specifications and documents to procure services, supplies, equipment, tools, and materials for various construction projects and operational contract services.

10. Conducts feasibility studies in order to determine cost and impact of projects using a computer and miscellaneous office equipment, AutoCAD software, and construction cost manuals.

11. Oversees the work of maintenance technicians on in-house building projects and building contract vendors to ensure construction projects are being performed within established time frames, per approved building plans, and in conformance with building and life safety codes.

12. Conducts pre-bid, pre-construction, and construction progress meetings to assure full understanding and contract compliance for both contractors and user groups. Takes minutes of meeting activities.

13. Reviews bids and selects vendors in order to ensure compliance with the State Procurement Code and ensures that materials, equipment, services, etc., are in compliance with bid specifications.

14. Documents project progress in order to report progress to management and to provide backup material for invoice approval and contract compliance.

15. Evaluates proposals, negotiates architectural, operational, and engineering contracts, review contracts and performance of architects, engineers, and construction and operational contractors to enable the Department to ensure the best value of allocated funds and conformance with the State procurement code.

16. Reviews and approves vendor invoices to ensure accuracy of figures and facilitate prompt payment to vendors.

17. Drafts and submits budget requests for long-range planning and budgeting.

18. Prepares requisitions to initiate purchase orders for procurement of services, supplies, materials, tools, and equipment to support unit functions.

19. Conducts user group meetings to assure full understanding of user needs and goals. Takes minutes of meeting activities.

20. Inventories equipment and modular furniture to maintain a record of equipment, and control and allocate components.

21. Maintains organized project files to ensure accurate records are accessible for future reference, including master AutoCAD files.

Knowledge of:

1. basic principles and practices of building construction and renovation.

2. building standards publications (e.g., American Standards and Testing Material, Building Cost Estimating, Architectural Graphics Standards).

3. AutoCAD drafting techniques and standards.

Skill in:

1. accurately reading and interpreting blueprints, sketches, and schematics as they relate to buildings and utility service systems.

2. negotiating with architects, engineers, and contractors.

3. effectively coordinating multiple projects simultaneously.

4. estimating construction costs.

5. applying construction management practices.

6. the use of Automated Computer Aided Design (AutoCAD) software.

7. inspecting buildings and facilities to determine and schedule needed work, determine appropriateness and completeness of work performed, and approve work of vendors and contractors.

8. the use of computer software programs.

9. the use of keyboard devices.

Ability to:

1. effectively communicate orally and in writing at all levels.

2. establish and maintain effective working relationships with those contacted in the course of assignment.

3. work well under pressure.

4. be flexible in responding to changes in schedules and job priorities.

5. evaluate bids.
6. climb ladders and scaffolding for purposes of inspections.

Requires a Bachelor's degree in Construction Project Management or related field and four (4) years experience in construction project management. Other combinations of education and experience that meet the minimum requirements may be substituted. Knowledge of drafting and the ability to read construction drawings is desirable.  
ADDITIONAL REQUIREMENTS:

Must have and maintain a valid Arizona driver license.

Will be required to travel to perform certain work functions.

AutoDesk AutoCAD training and demonstrated proficiency in the use of the software are required within the first year of employment.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Office setting, construction sites, rooftops, and warehouses.
May be exposed to fumes, or dust, toxic or caustic chemicals, outdoor weather, moving mechanical parts, and moderate to loud noise levels.

Progression to the next step requires an overall performance rating of at least "Standard" in the last 12 months.
Must successfully complete the examination process.
