Duties
The incumbent is a recognized cyber security expert with a proven record of successfully managing tier 3 level support to defensive cyber operations in a 24/7 environment. Must have a proven record of successfully leading digital forensics threat hunting at a national level, and extensive experience managing, developing, and mentoring federal and contract personnel conducting defensive cyber operations. The candidate is a recognized cyber security leader with a proven record of successfully managing cyber network defense (CND) operations at an enterprise level.
Duties include, but are not limited to, the following:

  1. Serving as the branch chief for the Information Technology Security Operations (ITSO), Security Operations Division (SOD), Threat Hunt teams.
  2. Leading budget, staffing, and/or contracting acquisitions.
  3. Monitoring the technical or administrative aspects of contractor performance during the life cycle of the contract. If not currently, the selected candidate will be expected to become an authorized Contractor Officer Representative within 6 - 9 months of onboarding.
  4. Developing long-range management plans for efficient and effective program implementation and administration.
  5. Providing advice and guidance to resolve, implement, or manage program or policy issues.
  6. Developing program management, office policies and program plans for the branch.
  7. Evaluating analytical results to keep the SOD Chief informed of progress and unusual issues.
  8. Monitoring and driving proactive threat detection development derived from threat research and hunt operations.
  9. Developing performance standards and officially appraise the performance of subordinate civilian employees.
  10. Hearing and resolving complaints from employees, referring group grievances and more serious unresolved complaints to the SOD Chief.
  11. Conducting periodic evaluations of ongoing functions to ensure that the branch meets its stated goals.
  12. Identifying relevant issues regarding operations and changing program requirements for the SOD Chief.
  13. Advising SOD chief on the potential benefits/uses of automation to improve the efficiency of branch operations.
  14. Preparing guidance based on analyses of interrelated issues of effectiveness, efficiency, and productivity of mission-oriented programs.
  15. Reviewing complex analyses, evaluations, or investigations in support of Administrative Office of the U.S. Courts (AO) programs, systems, and processes to provide authoritative advice.
  16. Recommending changes in objectives or emphasis in functions under the branch's purview.
  17. Interpreting policy, defines objectives, and establishes priorities and deadlines.
  18. Overseeing the development of branch policies and procedures and periodic reviews and recommends approval upon completion.
  19. Performing long-range planning research and analysis of new substantive threats where precedents are scarce or nonexistent.
  20. Presenting findings and recommendation on complex issues or problems impacting AO programs and personnel.
  21. Overseeing SOD threat hunt teams in the examination of highly complex intelligence/analytical information.
  22. Coaching and mentoring civilians/contractors who are less seasoned in identifying and analyzing cybersecurity threats and develop workforce development strategies.
  23. Developing and maintaining a prioritized backlog of threat hunt hypothesis to be used for structured threat hunts.
  24. Producing and reviewing weekly, monthly, and ad-hoc reporting.
  25. Leveraging collaborative networks of internal and/or external ITSO partners and/or national technical experts to facilitate achievement of strategically important ITSO cybersecurity goals.
  26. Working actively with AO Cyber Incident Response teams and cyber experts to implement advanced identification and protection measures against state sponsored threats, sharing intelligence and analysis.
  27. Coordinating an on-call rotation, if required.

  5. All new AO employees are required to identify a financial institution for direct deposit of pay before appointment.
  6. You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience as a lead or manager performing threat hunt operations.
