Job Description

The New York City Department of Investigation (DOI) is one of the oldest law enforcement agencies in the country with a mission of combating municipal corruption. It serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals and entities that receive City funds.
Within DOI's Vendor Integrity Unit, the BT-2 unit is conducting a proactive monitorship over a New York City Department of Environmental Protection (DEP) Capital Construction project. The Roundout - West Branch Bypass Tunnel Construction & Wawarsing Repairs Project (BT-2) consists of connecting two water shafts, 700 to 900 feet in depth, to a bypass tunnel and extending the bypass tunnel approximately 2.5 miles in length to ensure the continuous delivery of clean drinking water for New Yorkers.
DOI is seeking a Director of Upstate Monitorships, who will work with the Chief Engineer to lead a team of investigators and auditors responsible for conducting fraud, corruption, and mismanagement investigations related to the BT-2 Project and other related DEP Capital Projects located in and around Marlboro, NY.
The selected candidate will be responsible for providing investigative services to and overseeing the monitorship team to ensure compliance with contractual obligations. The candidate will be expected to attend regular meetings with DEP and other external stakeholders, review documents, payment submittals and other records, as well as work with the monitorship team to identify risk areas for DEP and participate in the articulation of recommendations to DEP for improved contract compliance. The selected candidate will also be responsible for working with DEP to identify opportunities for greater involvement and oversight for DEP projects in upstate New York. The selected candidate will also work closely with the Inspector General for Vendor Integrity to facilitate day-to-day management of the BT-2 squad and the upstate monitorships.
The selected candidate should possess problem solving skills in investigative, administrative, and personnel matters.
The selected candidate will report to the Inspector General for Vendor Integrity and will be required to report to DOI’s satellite location in Marlboro, NY. On occasion, the selected candidate may need to travel to sites in or around upstate New York and to DOI’s office at 180 Maiden Lane.
If selected, the candidate will be fingerprinted and undergo a background investigation. In addition for positions that have a law enforcement and/or investigative function, the candidate's consumer credit history will be reviewed during the background investigation, and as otherwise permitted by NYC Administrative Code 8-107(24)(b)(2)(A).
Preferred Skills
1. A minimum of five years of experience leading complex investigations as an attorney, prosecutor, or investigator conducting complicated long-term investigations
2. Demonstrated project management experience in a mid to high-level professional position managing multiple operations, including the management and supervision of multiple stakeholders, including public agencies, consultants, social service and engineering/construction personnel.
3. Strong interpersonal and people management skills.
4. Technological proficiency, including use of technology related to investigations and databases.
5. Strong writing skills.
6. Highest professional and ethical standards

A baccalaureate degree from an accredited college or university and four years of full-time experience in investigation, auditing, law enforcement, law security, management analysis, or in a major operational area of the agency to which the assignment is to be made; at least 18 months of which must have been in a supervisory, administrative, managerial or executive capacity, and the approval of the Commissioner of Investigation; or
2. Education and/or experience equivalent to “1” above. However, all candidates must have the approval of the Commissioner of Investigation and 18 months of supervisory, administrative, managerial or executive experience; or 18 months of experience in the exercise of discretion and professional judgment in significant policy matters related to criminal justice or areas particularly relevant to the Office of the Inspector General to which the candidate would be assigned.
