Summary
POSITION OVERVIEW
The United States Bankruptcy Court for the Southern District of Ohio is hiring for the position of Architect/Project Manager. The Architect/Project Manager will serve as the Court's principal representative and advocate through completion of a project to relocate the Columbus courthouse to the John W. Bricker Federal Building.

Duties
The project is coordinated by the General Services Administration. The design phase of the project is substantially completed. A general contractor will be hired and construction is expected to begin in Spring 2024. A construction management firm has been retained. The Architect/Project Manager will ensure that the Court's interests and needs are best served throughout the pre-construction and construction phases, as well as closeout of the project. This position will report to the Clerk of Court and will work closely with the Assistant Circuit Executive for Space and Facilities and other Court staff.
REPRESENTATIVE DUTIES
  • Advocates for the best interests of the Court throughout the construction and closeout process, as the Court's principal point of contact with the project team.
  • Serves as the principal liaison between the Court and the General Services Administration (GSA), the Administrative Office of the U.S. Courts, and other individuals, agencies, and/or firms involved with the project.
  • Oversees the construction process, to include the review and approval of construction submittals, drawings, specifications, schedules, cost estimates, and other documents to ensure compliance with general project integrity, conformity, and quality. Ensures that Court requirements are met by GSA and its contractors in accordance with the U.S. Courts Design Guide, USMS Pub 64 and Court preferences.
  • Monitors change orders and assesses time impact associated; monitors associated above standard costs for the project. Tracks all design/construction issues and time lines and provides accurate and concise briefing to the Clerk. Advises the Clerk of the status of the project and design problems encountered and resolves issues and takes corrective action as required. Ensures all parties are advised and kept aware of requirements and changes.
  • Performs cost evaluation and control at each step of the project to ensure that budgetary restrictions are adhered to and in compliance with stated objectives.
  • Attends the project's status meetings with GSA, the architect/engineer, the general contractor, the Sixth Circuit representative, the Bankruptcy Court, and other project team members to monitor progress and ensure the Court's needs are addressed. Prepares and distributes the meeting minutes to Court officials.
  • Verifies the construction drawings correctly meet the needs of the court per the installation of electrical, telecommunications, automation and sound systems, courtroom technology equipment and security infrastructure.
  • Develops moving plans and coordinates the packing, IT coordination, U.S. Marshals Service coordination, and physical relocation of the Court unit following construction.
  • Prepares and presents periodic reports on project status and/or funding requirements to the Clerk.
  • Makes recommendations or determinations regarding deviations from schedule and actions which alter operational characteristics of the project.
  • Coordinates project security issues with the U.S. Marshals Service as they relate to court space.
  • Performs other duties as assigned.
Requirements
Conditions of Employment
Applicant must be a U.S. citizen or eligible to work in the United States.
The selected candidate will be subject to a background check as a condition of employment with periodic updates every five years. Employment will be considered provisional until the background check is completed.
Employees must adhere to the Code of Conduct for Judicial Employees.
This position is subject to mandatory EFT (Electronic Funds Transfer) participation for payment of net pay.
Qualifications
MINIMUM QUALIFICATIONS
To qualify for the position, the applicant must have a bachelor's degree from an accredited college or university in architecture or other related field and two years of specialized experience, including progressively responsible experience in all facets of major project development or construction oversight. Four years of specialized experience and prior experience working on federal projects, preferably
courthouse construction, is highly preferred.
The applicant must possess a thorough knowledge of all aspects of building design and construction. A high skill set in the review of architectural plans, project scheduling, change orders, contract disputes, quality control, and site supervision is required. The applicant must be able to analyze complex architectural questions and problems, as well as conduct necessary research of all available sources and provide proposed solutions based on that research.
Exceptional organizational and time management skills are required as well as the ability to handle multiple tasks simultaneously and work under pressure to meet timely deadlines. The position requires excellent interpersonal skills supported by articulate written and verbal communication. A professional, personable, and service-oriented demeanor is essential to success in this position, and the applicant must be able to demonstrate these attributes in a team setting with diverse groups of stakeholders. Availability for travel, including overnight, may be required.
Additionally, this position requires:
  • Ability to work during non-business hours as required to complete urgent projects or prevent disruption to Court proceedings or special events.
  • Ability to move and lift weights that are commensurate with the weight of equipment associated with the job duties.
  • The work in this position is performed both on the construction site as well as in an office setting. This position may be authorized for limited telework as per the decision of the Clerk of Court in accordance with the Court's policy and based on the needs of the project.
