POSITION: Human Resource Manager(exempt)SUPERVISED BY: CEOPOSITIONS SUPERVISED: HR Specialist, Administrative AssistantLocation: Hybrid (with travel to Hillsborough, Burlington, and Asheboro)
Salary Requirement: $65,000-75,000 (DOE)
Position Overview: OE Enterprises is an established non-profit organization that has been providing dedicated services to individuals with disabilities in North Carolina for the past 50 years. At OE Enterprises, the Human Resources Manager plays a vital role in our mission to support and empower people with disabilities. We recognize the importance of having a skilled and compassionate HR team that can help us attract, retain, and develop the best talent to achieve our organizational goals. By overseeing recruitment, benefits administration, payroll management, employee relations, and compliance with local, state, and federal regulations, the HR Manager ensures that the organization’s HR functions align with business goals and contribute to a positive and productive work environment.Minimum Qualifications:A Bachelor's Degree in Human Resources, Business Administration, or an equivalent field is required for this position, and a Master's Degree is preferred. The ideal candidate should have audit experience and 5-7 years of progressive experience in Human Resources, including at least 3-5 years of leading a department and managing a team of two or more direct reports. Possessing a SHRM Certification is a plus. The successful candidate should also demonstrate a strong working knowledge of the Americans with Disabilities Act (ADA), current Federal and State employment laws, and proficiency in Microsoft Office Suite. They should have excellent oral and written communication skills, be comfortable presenting in small and large groups, and communicate effectively in English. A valid driver's license is required, and the candidate must be able to travel to various sites as needed.Duties and Responsibilities:
Staffing and Recruitment:
  • Manage the staffing process, including recruiting, interviewing, hiring, and onboarding.
  • Ensure job descriptions are accurate, up-to-date, and compliant with legal requirements.
  • Develop recruitment strategies to attract top talent.
Compensation and Benefits:
  • Create and maintain a compensation strategy based on market research, pay surveys, and organizational capacity.
  • Administer employee benefits programs, including health insurance, retirement plans, and leave policies.
  • Monitor workers’ compensation and employee health activities.
Employee Relations and Performance Management:
  • Promote a positive work environment.
  • Investigate and resolve employee issues, conflicts, and grievances.
  • Address behavioral concerns.
  • Create and implement performance management tools to provide guidance and feedback to team members.
  • Design and implement employee retention strategies.
Policy Development and Compliance:
  • Ensure compliance with local, state, and federal regulations.
  • Develop and maintain HR policies and procedures.
  • Conduct regular policy reviews and updates.
  • Complete all required audits.
Training and Development:
  • Develop training materials for employees.
  • Create professional development programs to enhance employee skills.
  • Support career development and succession planning initiatives.
Workplace Health and Safety:
  • Maintain workplace health and safety compliance.
  • Report on safety-related matters and address any concerns.
Organizational Records
  • Maintain the Human Resource Information System.
  • Ensure accurate and up-to-date information.
Strategic Alignment:
  • Partner with management to align HR goals with business initiatives
  • Other Duties as Assigned
Physical Requirements:
  • Able to work standing or sitting for extended periods.
  • Valid driver’s license for occasional travel to various sites.
