Duties

Responsible for learning technology for NIC and will provide authoritative advice and strategic guidance to the Executive Team, NIC Director, Advisory Board, staff, subject matter experts, and the field of corrections.
Design, develop, implement, maintain, and manage technology-based learning for NIC to include web-based courses, virtual training, virtual conferences, simulations, and other learning technology solutions.
Determines learning objectives, organizing course content and developing instruction plans; analyzing learning problems, selecting instructional strategies, using appropriate models, and developing course plans; developing finished products including web-based courses, virtual training, virtual conferences, simulations, and other learning technology solutions.
Troubleshoots, updates and manages CSS, HTML, XML, JavaScript, and other technical components of Learning Management Systems and technology-based learning solutions.
Evaluates all aspects of web-based or blended learning programs to include curricula, instructional methods, and techniques; assessing the impact of instructional methods and guiding revision of existing web-based or blended learning programs; plans, develops, and writes lesson plans; conducts annual course reviews; etc.

Qualifications

Basic Requirements:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  • Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  • Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  • Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  • Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  • Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

AND
Education:
There is no substitution of education for specialized experience for this position.
Experience:
One year specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.
Some examples of this qualifying experience could be:

  • Experience in designing, developing, implementing, maintaining, and managing technology-based learning to include web-based courses, virtual training, virtual conferences, simulations, and other learning technology solutions.
  • Experience in overseeing the planning and evaluation of design documentation, storyboarding, audio and video transcripts, and the integration of graphics, content, and other course materials into their final form for learning technology projects.
  • Experience that demonstrates knowledge of adult teaching and learning theories, procedures, and methodologies required to develop and deliver appropriate instruction and training for a variety of programs in the correctional field.
  • Experience in developing, reviewing and revising instructional materials and curricula for courses with specific learning objectives.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.
