  • THIS IS A DELEGATED EXAMINING ANNOUNCEMENT OPEN TO ALL U.S. CITIZENS. • Division: NIC, Jails Division, Central Office, Washington, DC • Duty Location: To Be Determined (TBD) Upon Selection • Note: Pay rates are based on Rest of the U.S. but could change depending on duty location. • Note: This vacancy announcement has been set to receive the first 65 applications. Duties
Oversees and participates in the design, development, implementation and evaluation of strategic and operational plans and training and development programs.
Develops a variety of highly specialized curricula for presentation to state and local correctional, pretrial, probation, parole and/or reentry services personnel, legislators, and other elected officials.
Recommends and designs appropriate training formats to include the modules for e-Learning training, activities for programs containing blended learning approaches, programs conducted via video camera and computer (e.g., virtual platform, virtual instructor led training, webinars), and audio/video conferences.
Administers cooperative agreements and contracts related to carrying out NIC’s legislative mandates.
Reviews, evaluates, and recommends the approval or disapproval of applications for cooperative agreements; works closely with applicants during the program development stage and monitors progress to ensure compliance with federal regulations and NIC procedures; provides program-related assistance to awardees to facilitate meeting goals and objectives; and evaluates the outcomes of cooperative agreements and contracts to determine the national impact on correctional, pretrial, probation, parole and/or reentry services components.

Qualifications
To be considered for the position, you must meet the following qualification requirements:
Basic Requirements:
Education:
Undergraduate and Graduate Education: Major study - education or a subject area related to the position to be filled.
OR
Specialized Experience:
Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
AND
In addition to meeting the Basic Requirements, applicants must have the following:
Education:
There is no substitution of education for specialized experience for this position.
Experience:
You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progress for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.
Some examples of this qualifying experience are:
Experience in one or more of the following areas: correctional policy dealing with emerging jail or criminal justice issues; classification and assessments of incarcerated individuals; prison rape elimination policies and programs; fundamentals related to jail operations, jail safety and security, or restricted housing.
Experience with the administration or implementation of one or more of the following: offender transition and reentry services programs; the impact of jail-based interventions.
Experience with the administration or implementation of one or more of the following: the design, management, development or implementation of a national, state, or regional level jail-based programs.
AND
Selective Placement Factor:
Applicants applying for this position MUST also possess the following Selective Factors. In the event that you do not possess the Selective Factor, you will be found ineligible for the position.
Applicants must have the following:
Applicant must have extensive executive-level experience comparable to a Jail Administrator, Superintendent, or Director of a state or county department of corrections, house of corrections or jail with four (4) years of combined experience in the administration of a 350 or more-bed adult correctional facility; OR four (4) years of current, demonstrated experience providing expert technical assistance, guidance and training at the national level to local jails or state and federal detention facilities related to operations, policy development and the implementation of a research based innovation aimed to improve jail operations and outcomes; AND
Applicant must have at least two (2) years of experience in a managerial or supervisory capacity, including responsibility for fund and budget administration and program planning. This experience could be in conjunction with the four (4) years of the total experience requirement.

Required Documents
