This is a fixed term position ending December 31, 2025.

Definition:

This position performs a wide variety of journey level programming and other technical tasks to implement and support LPC and PWNR’s database management systems which include CMMS systems (computerized maintenance management systems), ArcGIS/ArcFM systems, AVL (automated vehicle locating), AMI (Advanced Metering Infrastructure), (AMI), Meter Data Management System (MDMS), mobile data programs and future automation systems. The position is responsible for installation, configuration, system integration, various testing responsibilities, monitoring, troubleshooting, custom reporting, data analysis, and audit assistance. The analyst also manages the application security process including user setup, role and privilege definition, security permissions and overseeing the installation and/or upgrade of software releases.

This position would assist with system integration between Longmont Power and Communications Operation Technology systems and sub-systems. This position will also assist the existing technical staff with the implementation of a new Customer Information System (CIS)

Principal Duties:

• Perform programming functions and technical support associated with the deployment and management of PWNR’s Computerized Maintenance Management Systems, LPC’s ArcFM system, Automated Vehicle Location System, mobile applications, AMI, MDM, and future systems.

• Coordinate with software vendors, Programmer Analyst and Technical Functional Analyst on upgrades, troubleshooting and system diagnostics.

• Install applications and firmware. Perform basic system configuration changes.

• Assist mapping staff with GIS/ArcFM and GIS/CMMS integration issues and installs. Provide support to Lead GIS Analyst troubleshooting GIS applications and working with vendors to troubleshoot issues

• Assist Engineering and Operations staff in the implementation of Asset Analysis tools using VB.net scripting. Implement condition rating formulas for cost/benefit review of planned capital investment using workflows coded in VB.NET.

• Analyze department work processes and make recommendations to operational divisions on the use of technology for business process improvements.

• Program customizations and workflows to the ArcFM systems and Mobile applications.

• Develop reports, and queries in a variety of formats using Structured Query Language (SQL), SQL Server Reporting Services and other report/query generation tools.Publish reports and integrate published SSRS reports with CMMS interface using existing user’s groups and permissions structures.

• Manage user set-up, roles and privileges for CMMS, ArcFM, AVL, Responder, and Finesse.

• Assist staff in the development of key performance indicators for dashboards, workflows, and workspace configuration for systems.

• Research hardware components, gather configuration information, and prepare equipment orders in cooperation with Enterprise Technology Services.

• Often perform in a facilitation role between the City’s IT Department and third-party vendor’s who typically have implementation and integration deliverables. This facilitation role will typically involve overseeing the implementation/integration work performed by others while functioning in a Quality Control role.

Working Environment:

Work is performed in a standard office environment. Work requires

problem solving skills, frequent reading, reasoning, customer contact, multiple concurrent tasks, and constant interruptions. Requires the ability to communicate effectively in English both orally and in writing. Work must be done while working closely with others including both co-workers and users. Frequent light lifting and carrying (up to 30 pounds.), pulling, pushing, reaching, walking, standing, and bending/stooping. Occasional sitting, climbing, twisting, kneeling, squatting, and driving. Periodic travel to other City departments.

Qualifications:

Any combination of education and experience equivalent to the completion of a Bachelor’s Degree from an accredited college or university with major coursework in computer science or a closely related field and one or more years of experience with SQL databases and programming. Preference will be given for prior experience with ArcGIS/ArcFM and Outage management systems. Special Qualifications: Possession of a valid Colorado Driver's License.
