Summary of Purpose: Under general administrative direction, plans, organizes, directs, and administers the Human Resources and Risk Management programs and services of the Organization; develops goals, policies and procedures for human resource and risk management related issues; is responsible for recruitment, classification, training, benefit administration, records management, employee relations, workers’ compensation, and risk management activities; performs related work as required.

Essential Functions:

Include but are not limited to:

  • Formulates and recommends policies and practices for carrying out comprehensive programs related to Human Resources and Risk Management.
  • Directs, coordinates, and supervises the administration of the Organization’s classification and salary plan, recruitment, examination, selection, employee training and development, employee discipline/grievance, workers’ compensation, liability and loss prevention, safety, and benefit programs.
  • Coordinates the unemployment insurance program.
  • Develops, revises, and implements procedures and policies to meet requirements of the Organization, local, state, and federal laws.
  • Actively oversees all open workers’ compensation and liability claims by working closely with employees, claimants, third-party administrators, physicians, consultants, and attorneys. Coordinates the settlement/resolution of these claims.
  • Negotiates with insurance companies and makes recommendations for the purchase of insurance or retention of risk in all areas of liability, workers’ compensation, and property and casualty.
  • Administers and coordinates the Organization’s benefit plans, including health, dental, vision, life, and long-term disability insurance.
  • Use HR software to streamline payroll and employee benefits administration.
  • Develops attractive employee benefit programs.
  • Supervises the analysis of training needs and the development and evaluation of training programs related to employee development and safety.
  • Assists and consults with management regarding employee relations as well as other Human Resources and Risk Management issues.
  • Develops and administers the Organization’s safety management and safety training program.
  • Reviews and analyzes reports, legislation, court cases, and other information relating to Human Resources, workers’ compensation, safety, and risk management matters.
  • Develops reports for Board Meetings and Personnel Committee Meetings.
  • Assists with the development of the annual budget related to Human Resources and Risk Management.
  • Upholds IVHS mission and contributes to building a culture of philanthropy.
  • Works as a team member with other departmental leadership.


Qualifications/Requirements:

  • Bachelor’s Degree from an accredited college or university with a major study in business administration, human resources, or related field.
  • Four (4) years of increasingly responsible experience in an administrative capacity in the field of human resources management.
  • Must possess a positive demeanor, demonstrate strong verbal and written communication skills, and have the ability to work well both as part of a team and independently.

Preferred Qualifications:

  • Experience with Paycom.
  • Master’s Degree in a related field.

Knowledge & Abilities:

  • Extensive knowledge of modern principles and practices of personnel administration, including methods of recruitment and selection, performance evaluation, training and development, employee relations, salary and benefit administration, workers’ compensation, and risk management.
  • Local, state, and federal laws related to personnel and risk management functions.
  • Risk management principles, methods, and procedures, principles and practices of management necessary to plan, analyze, develop, direct and evaluate programs, administrative policies, organizational structures and staffing; current trends in personnel and risk management administration including recent court decisions and legislative developments; principles and practices of business management including budgeting and office practices and control; ability to plan, organize, assign and coordinate the activities of professional and clerical staff. Deal constructively and develop effective resolutions for Human Resource and Risk Management issues and employee concerns.
  • Strong interpersonal skills, a team player, personable, professional, and able to get along with people from different backgrounds, as well as the ability to handle sensitive and confidential situations.
  • Ability to work in a fast-paced environment with well-developed organizational skills to juggle multiple competing tasks and demands.
  • Ability to independently manage multiple projects simultaneously.
  • Strong computer skills including Microsoft Office Suite (Word, Outlook, Excel).

Physical Demands/Working Environment:

  • Work is performed in a setting within an animal shelter facility. Regular exposure to animal shelter conditions including odors, airborne particles, and animal fur/dander.
  • Must be able to:
    • Work at a computer for extended periods of time with repetitive typing, sitting, arm, and hand motion. 
  • Regular movement about the campus to coordinate work.
