SERCO OF TEXAS - GULF COAST is Hiring a Talent Development Specialist Near Houston, TX

SUMMARY: The Talent Development Specialist (TDS) focuses on assisting in filling open positions within the workforce board area. The TDS, will be responsible for identifying, engaging, and evaluating candidates for a diverse range of job openings across various employers. Their role will center on addressing the unique challenges posed by hard-to-fill positions and managing high-volume hiring initiatives. Additionally, they will be instrumental in preparing candidates for successful employment opportunities, contributing to the growth and success of the local workforce

DUTIES AND RESPONSIBILITIES:

  • Participate in special projects and other duties as assigned
  • Employ a variety of sourcing strategies, including online platforms, job fairs, community events, and partnerships, to identify potential candidates.
  • Collaborate with employers to understand their hiring needs and tailor sourcing strategies accordingly.
  • Craft compelling job descriptions that accurately reflect job requirements and appeal to targeted candidates.
  • Source and recruit candidates to present to employers for Workforce Solutions initiatives and Talent development projects
  • Prescreen candidates’ suitability and eligibility for Talent Development projects
  • Review resumes, update resume’s in WorkinTexas.com, applications, and assessments to assess candidates' qualifications, skills, and potential for suitable job matches.
  • Conduct preliminary screenings and interviews to determine candidates' suitability for specific job roles and referral to Project Specialist.
  • Consider and evaluate candidates' cultural alignment with both the hiring employers and the workforce board's values.
  • Establish and maintain strong relationships with candidates, offering clear communication and guidance throughout the application and interview process.
  • Address candidate inquiries and concerns promptly, ensuring a positive and respectful candidate experience.
  • Implement strategies to keep candidates engaged and informed about various employment opportunities.
  • Provide candidates with comprehensive information about job openings, employers, and the local job market.
  • Offer personalized coaching to candidates, including interview preparation, resume building, and presentation skills enhancement.
  • Equip candidates with insights and advice to empower their job search and professional growth.
  • Collaborate closely with local employers, workforce development partners, and team members to align on recruitment strategies and job requirements.
  • Maintain accurate records of candidate interactions, interviews, and progress using appropriate systems.
  • Generate and share regular reports on recruitment activities, candidate pipelines, and the achievement of hiring goals.

DESIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Demonstrated success in recruiting, talent acquisition, or staffing, with experience in addressing hard-to-fill roles and managing high-volume hiring.
  • Proficiency in utilizing diverse recruitment methods, online tools, and applicant tracking systems.
  • Excellent interpersonal and communication skills, with the ability to engage candidates, employers, and partners effectively.
  • Strong organizational aptitude and multitasking abilities to manage a variety of job openings and recruitment projects simultaneously.
  • Knowledge of local labor market trends, employment regulations, and hiring best practices.
  •  Resilience in a fast-paced environment, along with an optimistic attitude and collaborative mindset Proficiency in the use of computer reporting and database programs.

EDUCATION AND EXPERIENCE:

  • Preferred: Bachelor’s Degree in Business, Marketing, Business Management, Public Administration, Economics Communication, Social Science, or related field preferred from a recognized 4-year college or university; Or
  • 2-3 years full-time equivalent work experience in direct experience in business administration, marketing, or human resources in public or private sector (Preferred)
  • Experience in customer job placement, and job retention.

SPECIAL REQUIREMENTS:

  • Must possess and provide a valid Texas Driver's License and Automobile Liability Insurance as required by the State of Texas.
  • Must have access to reliable transportation in order to make required home visits.

  • PHYSICAL DEMANDS: While performing duties of the job, employee is occasionally required to stand; walk; sit; for long periods of time. Employee must be able to drive for extended periods of time. Employees must occasionally lift and /or move up to 25 pounds, must be able to set up display area.
  • WORK ENVIRONMENT: Fast paced, demanding physically and mentally, will be in constant communications.
