Homeland Security and Emergency Services, Division... is Hiring an Office Assistant 3 (Human Resources) Near Albany, NY

Minimum Qualifications

Current New York State employee with one year or more of qualifying permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 12 or above and eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description
The Office Assistant 3 Human Resources will be responsible for a wide range of activities within Labor & Employee Relations, and/or Personnel Services. The various duties may include the following:
  • Utilize appropriate manuals (Civil Service Attendance and Leave Manual, Civil Service Rules and Regulations, policy memos, and union contracts), to conduct research for matters dealing with leave-related issues.
  • Administer various employee benefits programs for all employees statewide. . This includes health insurance, survivor's benefits, and other benefits afforded by unions.
  • Understand, interpret, and apply the principles and practices of personnel administration, particularly as practiced under the provisions of the NYS Civil Service Law and the Attendance and Leave rules.
  • Initiate HCM transactions.
  • Process transactions and ensure data is prepared accurately.
  • Assist with recruitment and classification transactions as needed.
  • Efficiently monitor and process traineeships and/or probations for employees.
  • Efficiently monitor and track shared email mailboxes and electronic fax.
  • Process various reports and provide updates as changes occur.
  • Reconcile data between program applicable systems, canvass eligible lists, and acceptor responses.
  • Serve as a processing liaison with the Business Services Center (BSC).
  • Interact with customers and colleagues in a courteous and professional manner.
  • Efficiently utilize program databases, applications, and Microsoft Office Suite.
  • Create, organize, and maintain office files.
  • Perform tasks in an efficient, timely, and safe manner.
  • May perform the full range of supervisory duties.
  • Perform other duties and special projects as required.
  • Preferred experience in Microsoft Office Suite and Adobe.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
NOTE ON TELECOMMUTING: Employees are required to apply and obtain approval through management to telecommute according to the agency’s Telecommuting Program Guidelines.
