Phoenix Police Department is Hiring a Deputy Human Resources Director - Classification and Compensation Division Near Phoenix, AZ

ABOUT THIS POSITION
The Human Resources Department is seeking a collaborative, knowledgeable, and innovative professional to fill a Deputy HR Director position to lead the Classification & Compensation Division .
This individual will be responsible for planning, directing, and managing the division, advising and consulting with City management, labor representatives, employees, other HR professionals, and representatives of other departments regarding a variety of compensation policies, base pay, merit, salary plans, market analyses, benchmarking, job evaluation and job descriptions in a unionized environment. This position will conduct comprehensive reviews and analyses of job classifications and compensation structures to ensure alignment with organizational goals and industry best practices for the 5 th largest City in the country.
The Deputy HR Director will handle complex classification and compensation policies, procedures, and programs and work collaboratively with other Deputy HR Directors to implement significant changes in support of the HR Director and city leadership. The position will also create, conduct, and/or coordinate training for various levels of staff on basic to complex compensation and classification processes.
This individual will supervise HR Supervisors, HR Officers, HR Analysts, and other senior-level professional staff, who direct various sections on day-to-day operations. The Deputy HR Director will report to the Assistant HR Director overseeing Total Rewards.
Currently, positions in the Human Resources Department may be eligible for up to three days of telework per week at the discretion of the Department Director.
IDEAL CANDIDATE
The ideal candidate should be able to communicate with all levels of the organization effectively; excellent verbal, written, presentation and listening skills will be essential. This person will be an innovative leader with the ability to think strategically, identify alternative courses of action to solve issues and effectively implement recommendations. Analytical skills and the ability to effectively use data to make decisions and relay information are essential.
The ideal candidate should have excellent interpersonal skills and be able to build strong relationships across the organization. This person should be able to create a positive atmosphere for employees in the organization and within the department. This individual must be able to adhere to the highest ethical and moral standards and be able to display transparency as well as exemplify the standards outlined in PHXRespect and HR Core Values. The ideal candidate should be knowledgeable about and proficient with current leading-edge industry trends, standards and technology, and have a proven track record of developing and implementing effective classification and compensation programs in a complex organization.
The successful candidate will balance operational and strategic initiatives with a hands-on, team oriented approach.
SALARY
Pay Range: $132,267.20 to $174,762.00 annually.
Hiring Range: $132,267.20 to $142,937.60 annually.

MINIMUM QUALIFICATIONS
  • Five years of professional experience in human resources management.
  • Three years in supervising professional human resources staff.
  • Bachelor's degree in human resources, public, or business administration or a related field.
  • Other combinations of education and experience that meet the minimum requirements may be substituted

Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
  • Relevant certification is desirable, (e.g. WorldatWork, SHRM, HRCI, IMPA-CP or CS or SHRM PHR or SPHR)
  • Experience managing and maintaining a job architecture to meet changing organizational needs.
  • Experience supporting and advising executives within an organization.
