OVERVIEW

The Proposal Manager will operate in a leadership role – partnering with internal and external program, cost and operations teams to manage the development of winning proposals. The PM coordinates all facets of the proposal process – from gathering and researching information to include in the proposal - to reviewing, compiling and editing written documentation to improve clarity and ensure compliance with all bid and regulatory requirements, as well as organizing and directing all parties involved in proposal production and the submission of a competitive bid. The Proposal Manager must have broad and specific knowledge across business, project, and proposal management. In depth knowledge of SharePoint collaboration tools and document development domains is also required to manage high quality compliant proposals. While the PM role reports to the Director of Contracts/Business Development Office - he/she is also matrixed to the respective Program/Project Directors responsible for program execution post a successful bid and contract or sub-grantee award.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Leads and manages the development of winning proposals for USCRI.
  • Promotes new business development by liaising with current clients and conducting market research in pursuit of new contracts.
  • Oversees the entire proposal process from start to finish, ensuring that all proposals are completed on time, adhere to client requirements, and align with strategic objectives.
  • Interprets solicitations with an increased focus on technical and management requirements, and past performance.
  • Leads a team of Project Manager(s), SMEs, and business analysts in driving the proposal process to successful completion from RFI/RFP or Sources Sought to proposal submission, award, and follow up.
  • Develops and manages schedules, outlines, compliance matrices, proposal kickoffs, and technical solution sessions. Plans and arranges resources for proposal review teams, editing and graphics support.
  • Communicates and coordinates with subcontractors involved with the proposal writing and data calls
  • Researches and writes proposal sections such as executive summary, technical volume, management volume, past performance, as well as staffing and business/cost plans.
  • Develops and integrate graphics that align with the proposal content and resonate an understanding of the requirements of the solicitation.
  • Facilitates proposal reviews (initial draft, Red Team) and coordinates the adjudication and tracking of reviewer’s comments).
  • Facilitates use of USCRI’s contract management and subrecipient risk assessment portal.
  • Contributes to cross-training to promote understanding and support for all aspects of proposal development to include researching for past performance, writing proposal sections, and supporting oral presentations.
  • Supports other operational activities.
  • Develops, influences, and continuously improves the proposal process through content management and process improvement initiatives.
  • Identifies emerging issues and vulnerabilities and escalates concerns of significant severity to senior management.
  • Collaborates with Program/Project Director for completion of ‘lessons learned’.

POSITION REQUIREMENTS

  • Bachelor’s degree in business, marketing, or related field with at least 5 years of relevant experience such as federal government proposal management and proposal writing.
  • Knowledge of FAR/HHSAR and 2 CFR Part 200/45 CFR Part 75.
  • Experience with all phases of proposal development, contracts negotiation and contracts administration.
  • Proposal experience with various contract types (T&M, FFP, FPIF, CPIF, CPFF) – (Desired)
  • Demonstrated ability to work collaboratively with functional and program counterparts to drive business results.
  • Solid leadership and writing skills and a high attention to detail.
  • Self-starter with exceptional organizational and prioritization skills and the ability to manage multiple tasks and assignments concurrently.
  • Experience with SharePoint online.
  • Knowledge of federal contract administration and contract management (Preferred).
  • Non-profit experience (Highly desired).
