Under the general direction of the Finance Director, or designee. Performs highly responsible administrative and supervisory work in directing and coordinating the financial activities of the City in accordance with City codes and Departmental policies. Assists in the supervision of professional, managerial, and clerical staff. Performs professional accounting duties in the maintenance and review of accounting and fiscal records and transactions as well as preparation, review and analysis of the City budget. Work is performed with considerable independent judgment and initiative. Work is reviewed through oral and written reports, conferences, and results obtained.
ESSENTIAL JOB FUNCTIONS
Assists the Finance Director in long-range financial planning and special projects.
Assists in the development of Departmental budgets to analyze financial needs and to facilitate long-range planning and assure revenues meet operational and capital requirements.
Assists in the planning, organizing, and directing of all fiscal operations including accounting, accounts payable, payroll, utility services, purchasing and treasury management.
Assists in the preparation, formulation, and execution of broad financial policies consistent with uniform accounting practices and legal limitations.
Conducts research in organizational methods and procedures.
Reviews and implements appropriate internal controls to safeguard financial assets of the organization and implement financial programs.
Participate with independent auditors on external audits and assistance in the preparation of the annual financial statements is in accordance with U.S. GAAP and federal, state, and other required supplementary schedules and information.
Assists in the supervision of expenditures consistent with approved budgetary appropriations.
Assists in maintaining purchasing controls and development of bid specifications for various City contracts.
Audits general ledger fund transactions and other departmental records, as necessary.
Prepares activity reports, prospectuses, and various special reports that may have fiscal impact upon the City.
Assists in forecasting local government revenues and expenditures, interpreting financial data, and formulating recommendations for review by the City Manager and City Commission.
Supervises and assists in advising staff in the resolution of fiscal operational problems and in the development, installation, and refinement of financial systems and procedures, the preparation of financial statements for all municipal funds, reconciliation of bank accounts, and maintenance of fund ledgers.
Supervises and participates in the preparation of annual audit reports. Fills in for Finance Director in his/her absence.
Performs other duties as assigned.
