Winchester Public Schools is Hiring an Assistant Superintendent - 2024 - 2025 Near Winchester, VA

SUMMARY:
Winchester Public Schools seeks an innovative, dynamic, visionary and inclusionary leader to serve as Assistant Superintendent of Schools. As a trusted partner to and designee for the Superintendent, the chosen candidate will assist the Superintendent in the general administration of this evolving school division. The Assistant Superintendent provides executive leadership for all aspects of curriculum, instruction, student services and special education. The Assistant Superintendent also evaluates and provides executive coaching to school principals.
The Assistant Superintendent should possess a firm understanding of instructional practices, theories of learning and learner development, school and district leadership including state and federal policies and laws, and an innate curiosity and drive for continuous improvement.
Doctorate and superintendent license preferred.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
  • Oversees and directs the work of the Executive Director of Instruction, Director of Special Education, Director of Student Services, Division Director of Testing and other instructional staff.
  • Develops, implements and reviews the division's five year Strategic Plan and annual school-level improvement plans.
  • Organizes, interprets, and disseminates data for each school (i.e., SOL, graduation, & attendance data).
  • Leads the school improvement process, including the oversight and submission of School Support Plans and Needs Assessments.
  • Examines comprehensive assessment data including performance tasks, standardized assessments and SOL test results to determine changes to curricular, instructional and assessment practices to improve student learning and achievement.
  • Keeps the Superintendent and WPS administrators abreast of accreditation and accountability requirements.
  • Oversees the development and review of School Board policies and regulations to ensure compliance with federal and state laws.
  • Oversees funds and budget development related to curriculum, instruction, and assessment, including Federal Programs.
  • Serves as the division manager and contact for Title I, II, & IV grants.
  • Completes state reports relating to compliance, instruction, and assessment.
  • Works closely with secondary staff on master scheduling, course offerings, and the high school Program of Studies.
  • Provides leadership for continued development of online course offerings to complement our face to face curriculum.
  • Reviews and approves all requests for research in schools.
  • Oversees division level programs (i.e., summer school, remediation programs, child care, etc.).
  • Attends School Board meetings and prepares reports as requested by the Superintendent.
  • Reports on the status of Division programs and services at the request of the Superintendent.
  • Serves as a representative in the absence of the Director of Human Resources for personnel matters as needed.
  • Serves as one of the Superintendent's representatives and contacts regarding potential legal issues involving students.
  • Performs other duties as assigned by the Superintendent.
QUALIFICATIONS/EDUCATION AND EXPERIENCE:
  • The Assistant Superintendent position requires a master's degree in administration (earned doctorate preferred) and at least seven years of school, central office, or related experience; Superintendent license preferred;
  • Outstanding personal and professional characteristics;
  • Ability to work effectively with school personnel, members of the community and School Board;
  • Firm understanding of Virginia's Standards of Learning as well as the process of curriculum development, implementation and evaluation. Must be able to perform certain duties prescribed by law and by regulations of the Virginia Board of Education;
  • Ability to create and foster an atmosphere of mutual trust and respect with staff and the community by maintaining open channels of communication;
  • Possess enthusiasm, consistency, professionalism and the ability to listen while supporting a safe and positive environment for students and staff;
  • Provide leadership in the development of goals and plans for the success of the students, staff and school division;
  • Proficiency in business English; spelling, grammar and spoken language;
  • Ability to use office technology in the completion of daily responsibilities;
  • Possess leadership qualities and characteristics necessary for working effectively with students, teachers, parents, administrators and the community;
  • Emotionally mature, objective and sensitive to people and their concerns. Able to handle responsibility, work independently and maintain good working relationships with students, families and co-workers;
  • Such other qualifications of academic, professional and personal excellence as the superintendent may specify.
PHYSICAL DEMANDS/REQUIREMENTS:

Duties performed typically in settings to include: Central/City office and schools/departments throughout the division/city. Job is primarily sedentary work. Occasional walking, stooping, standing, squatting, lifting, up to approximately 30 pounds, and occasional lifting of equipment and/or materials weighing up to approximately 40 pounds may be required. Other limited physical activities are required. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels. Visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities. The worker is subject to inside environmental conditions. Regular contact with city/school employees is required.
WORK ENVIRONMENT:

Employee typically works indoors in a heat and cold controlled environment. The noise level is usually quiet to moderate office noise. Performance on this job will be evaluated in accordance with School Board Policy on evaluation of personnel.
SALARY:
Commensurate with experience.
