Frederick County Public Schools is Hiring an Assistant Superintendent of Instruction (SBO) Near Winchester, VA

Summary:

 The Assistant Superintendent for Instruction provides leadership to the instructional program and departments, including PK-12 instruction; student support services; special instructional services; assessment, reporting and program evaluation; professional learning; and instructional technology. Additionally, this position oversees the implementation of instructional portions of the division’s strategic plan. Must have a drive for continuous improvement and will assist the superintendent in supporting the evolving needs of the school division.

Qualifications: 

  • Hold or be eligible for a Virginia Postgraduate Professional Certificate with an endorsement in administration and supervision. 
  • Hold a doctorate and superintendent license preferred.
  • Minimum of ten (10) years of recent successful public school administrative experience. Prior experience in a principal role for a minimum of 5 years is preferred. 
  • Leadership qualities and personal characteristics necessary for working effectively with all categories of employees and the public.
  • Experience in leading school and division continuous improvement initiatives.
  • Experience in collaborative leadership.
  • Such alternatives to the above qualifications as the board may find appropriate and acceptable.

Essential Duties:

Essential duties are interpreted as being descriptive and not restrictive in nature. Other duties may be assigned.

  • Must be a good communicator and listener to all of the instructional needs of the school division.
  • Directly supervise the instruction, special education, student support services, and the testing and accountability administrators.
  • Directly oversee the continuous school improvement plan of the division and supporting schools in the development and monitoring of their plans.
  • Serves as the division manager and contact for Title 1, II and IV grants.
  • Approves all requests for research in schools.
  • Attends school board meetings and prepares reports for board and committee meetings.
  • Assist in the development, implementation, and monitoring of the division’s strategic plan.
  • Collaboratively develop and implement a multi-tiered system of support for all students, and ensure a systematic process for PK-12 monitoring effectiveness and making changes as needed.
  • Ensure compliance with state and federal assessment requirements, including but not limited to SOL, PALS, and VKRP testing. 
  • Ensure the implementation, evaluation and refinement as needed to a full range of support services for all students, to include school counseling, special instructional services, gifted, English language acquisition programs, instructional technology, career and technical education, Governor's School and affiliated programs, and other supports and resources that may be developed as appropriate. 
  • Oversee a division-wide system for professional learning that meets the needs of staff and helps achieve individual, school and division goals. 
  • Develop, monitor and refine the instructional program budget.
  • Monitor and ensure compliance with all instructional aspects of Standards of quality and Standards of Accreditation.
  • Work collaboratively with community agencies, higher education and other school divisions to develop and implement programs of mutual benefit.
  • Collaborate with other departments as appropriate to lead, monitor and evaluate the instructional and supervisory staff evaluation system.
  • Recruit, select and support instructional leadership staff, including principals, assistant principals, instructional directors and assistant directors, and other leadership staff as necessary and appropriate.
  • Collaborate with the Office of Assessment, Reporting and Program Evaluation to ensure the timely and accurate reporting of data. 
  • Act in other capacities and carry out other duties as assigned by the division superintendent.
