Description
Scope:

In support of the Program Director, responsible for the overall management and administrative direction of programs including: research, evaluation, coordination, implementation, deliver impact solutions to poverty for communities and people through advocacy, resources and collaborations. In addition, responsible for direct personnel supervision.
Essential Functions
  • With support of the Department and Program Director, will oversee the design, development, and administration of all aspects of programs/services related to service delivery, including but not limited to emergency assistance, case management services, and community navigation support. This may include planning, organizing, staffing, leading, assessing budgetary and programmatic needs, allocating resources, evaluating production and outcomes, and controlling program activities.
  • Monitor and assess the adequacy of agency-funded partner agencies in the provision of such services and provide technical assistance to these agencies in efforts to improve or modify existing services in order to better meet community needs and to coordinate efforts of these agencies in service provision.
  • Prepare reports for internal agency use and external funding sources in a timely and accurate manner.
  • Work in collaboration with agency staff to evaluate efficiency and outcomes; design strategies to reach departmental goals, and prepare statistical and narrative programmatic reports for internal agency use and external funding sources in a timely and accurate manner.
  • Review and analyze monthly statistical reports to assess the program goals and objectives to ensure targets and/or initiate solutions-based modifications.
  • Review appealed client submissions and or hardship cases to determine eligibility.
  • Develop and maintain relationships with area providers of services to low-income persons necessary to: remain up-to-date in the knowledge of available services; increase the services available to agency clients; better coordinate existing services; make appropriate referrals of clients for supportive services, and cultivate opportunities for joint service ventures.
  • Remain abreast of programmatic and funding opportunities in the area of services to low-income persons and work with agency planning staff to identify opportunities which are appropriate for the agency to pursue in the interest of achieving the agency mission with respect to services for this population.
  • Assist in the development of programs to be implemented by the agency with the assistance of agency planning staff, either independently or in conjunction with other service providers, to address systems gaps.
  • Work in collaboration with agency staff to evaluate programmatic outcomes, design strategies to reach departmental goals, and prepare statistical and narrative programmatic reports for internal agency use and external funding sources in a timely and accurate manner. This may include participation in the development and implementation of methods to collect program data.
  • Review and analyze monthly financial and statistical reports to assess department budget status and to initiate needed measures based on status.
  • As needed, represent the agency in partnership with agency staff to those conducting monitoring or audit reviews. Prepare materials required for such visits, address issues arising from visits, and submit follow-up materials to the monitors/auditors as necessary.
  • Maintain all records in a manner consistent with Wayne Metro policies and procedures. Compile data from such records in the preparation of reports as requested by program management.
  • Provide day-to-day supervision and direction to assigned staff including but not limited to: establishing work methods/techniques; conferring with staff on their work and counseling staff upon their selected approaches to accomplishing work goals; serving as a liaison to professional consultants and volunteers; evaluating staff performance; evaluating staff development needs and determining appropriate training or coaching and resolving staff conflicts.
  • Develop and implement a system to evaluate the skill, experience and professional development needs of all staff and implement a professional development program to address employee experience and skill gaps.
  • Maintain a positive attitude towards assigned work, clients, and staff, and a willingness to work with others.
  • Perform work in a professional manner that upholds Wayne Metro's policies and procedures.
  • Other duties as assigned.
Qualifications
Physical Requirements and Work Environment

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This job operates in a professional office environment with a usually quiet noise level. This is largely a sedentary role and the employee must occasionally lift and/or move up to 25 pounds. While performing the duties of this job, the employee is regularly required to sit, frequently use hands to finger, handle, and to talk or hear.
Minimum Qualifications:
  • Bachelor's degree in Human Services, Public Administration, Social Work, or Business Administration or a combination of education and experience that is similarly equivalent.
  • A minimum of four years of experience.
  • Knowledge of demographics in Detroit and Out- Wayne County, the needs of low-income persons and services available to meet those needs.
  • Ability to design and implement outreach, education, and information/referral services targeted towards persons facing economic, social, health, age, and educational barriers.
  • Ability to identify, contact and work with area social service providers in both the public and private sectors to obtain, coordinate, and modify services in the interest of aiding low-income persons.
  • Ability to collect and evaluate data regarding service needs, present services, and service gaps; and through such an evaluation, develop means through which to address those service gaps.
  • Ability to effectively provide supervision for assigned staff and coordinate program activities occurring at various sites.
  • Ability to design and implement new activities including program design, staffing patterns, and program operation.
  • Ability to communicate very effectively both in oral and in written form.
  • Ability to empathize and communicate with those persons facing economic, social, health, age, and educational barriers.
  • Valid driver's license and reliable transportation.
  • Exceptional interpersonal and professional skills including but not limited to professional appearance, tact, punctuality, and dependability.
Minimum Competencies:
  • Proficiency in Microsoft Applications (Word, Excel, Power Point) required.
  • Working knowledge of basic internet applications and programs including Google technology. The ability to learn and utilize the necessary programs for this position.
  • Ability to evaluate programs and processes and to propose strategic efficiencies.
  • Ability to communicate effectively both in oral and in written form.
  • Exceptional interpersonal and professional skills including but not limited to professional appearance, tact, punctuality, and dependability.
  • Ability to provide services for those persons facing economic, social, health, age, and educational barriers with compassion, empathy, and respect.
  • Ability to resolve customer complaints with compassion, empathy, respect and clarity.
  • Ability to work independently or in a team environment (as deemed necessary).
  • Perform work in a manner that upholds Wayne Metro policies and procedures.
Travel Requirements:
  • Ability to travel to various sites.
Licensing and Other Requirements:
  • Valid driver's license and reliable transportation.
  • Must be COVID-19 vaccinated, or partially, with the ability to complete within 30-days of employment. Circumstances preventing vaccination, and corresponding accommodations will be reviewed and considered.
Work Hours:

Work schedule is Monday Friday, with specific hours (and occasional Saturdays) to be determined by department needs.
