Description
*Sign-On Bonus $3,000- $4,000*
A. Manage and Support Human Services Operation
• Ensure clinical services meet regulatory requirements of OASAS and VIP Community Services standards.
• Plan, interpret and ensure implementation of all policies and procedures.
• Comply with all OASAS regulations and participate in the certification process.
• Ensure clinical and operational support coverage for facility and maintain on-call telephone accessibility.
• Responsible for all personnel actions, including interviewing, hiring, evaluation, promotion, disciplinary action and separation of program staff.
• Provide and implement formal orientation plan to newly hired staff.
• Oversee record and recording systems providing for proper service control and standards, including OASAS and other regulatory agencies.
• In collaboration with the facilities department, responsible for ensuring the overall cleanliness, maintenance and security of the facility; ensure compliance with safety and physical plant standards.
• Ensure an active, accurate program information system(s).
• Act as consumer advocate, assuring that all consumers’ rights are respected and that all grievances and complaints are addressed in a timely and equitable manner in accordance with all applicable laws and regulations.
• Participate in continuous quality improvement (CQI) activities and agency wide CQI committee and ensure CQI and Incident Management plans are implemented.
• Plan with other agencies and develop methods of inter-agency work.
• Advise Chief Program Officer and Human Resources on personnel matters.
• Ensure accurate reporting to regulatory agencies and internal sources in accordance with regulations and indicated timeframes.
• Maintain statistical data to allow for efficient reporting including weekly census, monthly reports, STARS reporting, etc.
• Make recommendations to the Chief Program Officer on matters concerning the physical plant operations and resources.
B. Plan and Manage Financial Control Measures
• In collaboration with the finance department, implement budget and accounting systems and fiscal controls.
• Monitor with assistance from the finance department billing and payroll functions.
• Monitor and maintain the fiscal condition of the program and ensure adequate resources.
• Monitor inventory controls and supplies and ensure internal controls are maintained.
C. Maintain a Positive Image for the Organization in the Community and in State and National Organizations
• Act as liaison to funding and referral sources, the community-at-large, and the executive staff.
• Promote good community relations through involvement in community affairs and establishment of community outreach programs.
• Take an active part in relevant local, state and national committees and functions.
D. Participate in Job Training and Education Programs, Meetings and Committees
• Attend in-service trainings and seminars annually to further professional development.
• Chair case conferences, interdisciplinary team meetings and staff meetings.
• Participate in various committees and meetings as requested.
• Maintain a high level of industry knowledge and keep the Chief Program Officer aware of changes required/recommended in agency operations.
Requirements
· Graduate degree (Social Work, Mental Health Counseling, Psychology, etc.) and Qualified Mental Health Professional (e.g. LCSW, LMSW, LMHC, CRC, Ph.D., MSN, CASAC etc.) required.
· Three (3) years administrative or clinical experience working within a substance use/mental health disorder treatment setting required.
· Experience in an OASAS certified residential facility preferred.
· Experience with trauma-informed systems of care and the implementation of evidence-based practices preferred.
· Proficiency with computer operation (Microsoft Word, Excel, Electronic Health Record and Outlook programs).
· Excellent written and oral communication skills.
· Bilingual, ability to speak Spanish desirable.
· Must be able to work a flexible schedule.
· This position will require availability as needed including on call responsibilities.
