VNS Health Plans is Hiring a Talent Acquisition Specialist Near Manhattan, NY

Overview

Recruits, interviews, and hires quality candidates to meet VNS Health's staffing needs. Works with Recruitment staff to ensure that all pre/post-employment administrative functions are completed in an accurate and timely manner and in compliance with VNS Health/Governmental requirements. Works with hiring managers to keep abreast of their recruitment needs, build recruitment strategies to ensure their recruitment needs are met and advise them of recruitment trends and tools. Participates in job fairs and other recruitment outreach activities. Works under general supervision.

Compensation:

$77,200.00 - $96,500.00 Annual

What You Will Do

  • Communicates regularly with hiring managers to develop and maintain strong partnerships, keep abreast of job openings and advise them on recruitment issues and trends, legal compliance, interview techniques, etc. Advises Compensation staff on changes in job duties and qualifications or of the need for a new job description.

  • Sources, evaluates and interviews exempt and non-exempt candidates using the most timely and cost-effective methods. Ensures candidates designated for referral to hiring managers possess the highest caliber of qualifications, skills and experience, and coordinates/schedules/follows-up on outcome of interviews with hiring managers.

  • Prepares salary offers utilizing HRIT reports, queries and VNS Health salary “work-up” spreadsheet to ensure internal equity and market competitiveness. Extends/negotiates employment and salary offers using established hiring practices. Consults with and obtains approval from HR staff (i.e., Compensation, Benefits, Employee Relations) and department management on complex and/or unusual situations, as needed.

  • Works with HRIT staff to design, implement, and maintain pages in the “Careers” section of the VNS Health web site and the Recruitment section of the HR Intranet site.

  • Oversees and performs recruitment administration (e.g., verifying candidate information, facilitating pre-employment physicals, securing employment based visas, inputting/ensuring input of required data into HR systems, completing new employee folders prior to submission to HRIT, etc.) to ensure VNS Health/Governmental requirements are met. Conducts in-depth telephone pre-offer interviews with candidates’ previous employers, colleagues and others to elicit substantive information regarding nature and quality of candidates’ prior work performance, competencies, skills and knowledge. Alternatively, requests candidates to submit two written references during interview process prior to the offer phase.

  • Acts as the primary liaison between VNS Health and candidates prior to the acceptance of offers.

  • Ensures required data is input into HR systems in an accurate and timely manner up through the offer phase.

  • Identifies, coordinates and represents VNS Health at appropriate recruitment venues (e.g., career fairs, college/high school career days, open houses, etc.) to maximize visibility, enhance VNS Health image and increase applicant pools.

  • Drafts employment advertisements, employee bulletins and other materials that accurately and concisely summarize position duties and qualifications. Works with external advertising agencies to maximize ad content, obtain cost effective pricing and ensure adherence to placement deadlines. Tracks results and assesses the effectiveness of recruitment collaterals, and recommends and implements content, placement and/or distribution changes as needed.

  • Develops strong relationships with external fee and no fee recruitment resources to ensure the highest quality of referrals. Employs a variety of low or no fee recruitment tools (e.g., advertisements, recruitment websites, job fairs, networking).

  • Identifies and analyzes unique staffing patterns and trends and advises department management and line management, as needed. Collaborates on the development of plans to address recruitment/retention issues, as required.

  • Keeps informed of latest issues and trends in recruitment and health care. Keeps abreast of VNS Health compensation and benefit plans and practices and stays up-to-date with HRIT recruitment systems skills.

  • Participates in special projects and performs other duties as assigned.

Qualifications

Education:

  • Bachelor's Degree in Human Resources, Business Administration, Social Sciences or a related field or equivalent work experience required

Work Experience:

  • Minimum of three years broad-based experience recruiting for positions in a variety of disciplines and levels (e.g., health care, business, technical, management) OR at least one year of experience at VNSNY as an Associate Talent Acquisition Specialist or in a position at/above the specialist level, plus at least two years of related experience required

  • General knowledge of applicable Federal, State and Local employment laws, regulations, rules and practices required

  • Effective verbal, written and presentation skills required

  • Personal computer skills, including experience using recruitment HRIS systems required

  • General experience in internet-based recruitment preferred

  • Experience in the development, implementation and evaluation of recruitment plans required

  • Project management skills preferred
