Victory Programs, Inc. is Hiring a Program Director Victory Housing Search and Stabilization Program Near Boston, MA

The Program Director is responsible for providing leadership, overseeing daily operations, delivery of services, program development and maintenance of all operations of the Victory Housing and Stabilization Program. The Program Director supports the staff in providing housing search, advocacy and stabilization post placement, provides a trauma-informed environment that is rooted in providing harm reduction, person-centered services to clients with a history of homelessness, substance use disorder and mental health. The Program Director reports to the Deputy Director of Housing, or their designee for supervision.

Location: The Victory Housing Search and Stabilization Program, is located at 965 Mass Ave in Boston. The Program supports individual and families who are experiencing homelessness and individuals exiting recovery services whom are considered unsheltered/homeless upon their exit.

Essential Functions:

  • Act in accordance with Victory Programs, Inc.’s Standards of Excellence at all times, including maintaining professional ethics, boundaries and client confidentiality.
  • Ensure that the program is in compliance with all statutory and contractual requirements and that policies are being observed and administered by the staff.
  • Implement and ensure program standards of care and best practices.
  • Incorporate a harm reduction philosophy in all program operations.
  • Hire, promote and terminate all employees with the support of the Division Director and the Director of Human Resources
  • Ensure program compliance with Victory Programs’ financial policies, personnel policies and safety regulations.
  • Prepare annual budgets, approve accounts payable and monitor monthly financial statements to operate within budget.
  • Ensure that all required and/or requested reports are prepared and submitted.
  • Maintain accurate and up-to-date client charts and billing records by utilizing the Electronic Health Records Systems.
  • Initiate and maintain constructive, collaborative relationships with internal and external customers.
  • Maximize program census.
  • Supervise, direct, train, and evaluate assigned program staff.
  • Participate in agency Leadership Team meetings and division-based team meetings as needed.

Non-Essential Functions:

  • Represent the program in the community and to designated funders, as requested by supervisor.
  • Participate and support the agency in program holiday events, State House rallies, fundraising and advocacy events, HIV/AIDS rally and walk, and any additional functions.
  • Identify alternative funding sources supportive of program mission.
  • Perform other duties as deemed necessary by your supervisor or their designee.

Required Qualifications:

  • Experience with fiscal and contract management.
  • Proficiency in computer skills, including the use of the internet, email, Microsoft Office Suite.
  • Knowledge and experience in team building and developing positive team dynamics, and the ability to supervise and manage both professional and paraprofessional staff.
  • Ability to work cooperatively and supportively with other staff as a member of a treatment and management team.
  • Familiarity with State and Federal housing programs
  • Maintain an up to date housing resource database
  • A minimum of three years experience working with the homeless.
  • Strong organizational, writing and communication skills.
  • Ability to work effectively with individuals of diverse race/ethnicity, sexual orientation, gender identity, sex and drug cultures, age groups, religion, country of origin, disability and economic status
  • Three strong work related professional references; at least 2 from manager or supervisor.
  • Current CPR certification (may be obtained upon hire)
  • Complete TB screening (may be obtained upon hire)

Preferred qualifications

  • Bachelor Degree in Counselling, Social Work, Education or related field with a minimum of three years’ experience working with priority populations.
  • Ability to work independently and cooperatively as a supportive member of a professional team.
  • Demonstrated competence in service coordination and networking with other human service and health care providers.
  • Valid Massachusetts driver’s license with a driving point of 98, 99, 00, 01, 02 or 03.
  • Access to reliable transportation in order to provide in home visit to stabilization clients.
  • Bilingual (English/Spanish) preferred.

Schedules and Days: Full-time (exempt) position, 40 hours/week.

Rate: $ 75,000 Annually

Victory Programs’ Housing Division provides housing support service that address housing barriers for families and individuals experiencing homelessness, substance use disorders, co-occurring mental health concerns, HIV/AIDS, Hepatitis C, and other chronic conditions with the education, tools, resources, and ongoing support people need to mitigated barriers, stabilize and find feasible housing opportunities while moving towards self-sufficiency.
