The Manager, Transit Safety plans, develops, administers, implements, evaluates, and modifies a comprehensive regional safety program plan to ensure a safe and secure transit environment for surface transportation system passengers, visitors, employees and facilities. The Manager, Transit Safety confers with and coordinates program activities with Valley Metro staff, member agencies, and other federal, state and local agencies to administer Valley Metro's System Safety Program. This Manager oversees Safety Specialists assigned to the Rail Safety Department.

Minimum Qualifications & Requirements

  • Bachelor's Degree in Business or Public Administration, Safety, or a related field-of-study
  • Five (5) years of progressively responsible professional-level experience related to safety and field safety operations
  • Two (2) years of supervisory experience in an area related to the assigned area
  • OR an equivalent combination of education and experience sufficient to successfully perform the essential duties may be considered
  • Experience in the transit industry; specifically in rail, is highly desirable

Valid Arizona Driver's License Background Investigation:

Examples of Duties / Knowledge & Skills

  • Plans, develops, implements, administers, and modifies a comprehensive System Safety Program which includes response and recovery that ensures compliance with applicable laws, codes, regulations, and guidelines.
  • Directs and manages the internal compliance review and 3-year state audit cycle in cooperation with ADOT.
  • Coordinates with State Safety Oversight (SSO) ADOT to facilitate the yearly and three-year program review for compliance with ADOT program; maintains, updates, and oversees the Corrective Action Plans (CAP) resulting from internal agency reviews, day-to-day operations or the SSO 3-year agency report.
  • Investigates safety and health complaints submitted by management, employees, committee members, and the public and/or regulatory agencies; concurrent accident investigations, supplemental reporting, and risk analysis assessment; evaluates concerns and alternatives, resolves complaints, and makes recommendations to executive leadership.
  • Oversees all aspects of Valley Metro's Safety Management System (SMS), including providing oversight of the Public Transportation Agency Safety Plan (PTASP).
  • Assists and guides the Rail Safety Specialists in the annual Internal Audit Program Plan (IAPP) process in conjunction with Internal Audit.
  • Assists in the preparation and administration of the program's budget; and coordinates activities and the preparation of funding applications, audits, reports and other documentation required for receiving federal and state funding.
  • Conducts or provides for safety, training up to and including, CPR/AED, emergency evacuation plans (in coordination with the Emergency Manager), safety programs for new employees, high hazard safety training, construction project safety management and oversight.
  • Oversees the coordination of safety activities for Valley Metro Operations; managing and responding to safety and emergency response on a 24-hour on-call basis.
  • Develops and implements goals, objectives, policies, procedures, standards and guidelines for achieving program compliance.
  • Serves as liaison with Valley Metro member agencies, Director SSQA, and other federal, state and local agencies.
  • Monitors legislative and other developments that effect the program; evaluates alternatives and develops and recommends policy, staffing and procedural changes to meet defined needs; modifies program plans and associated documents as required; ensures that all changes are distributed to the proper authorities, contractors and staff.
  • Serves as liaison with federal, state, and local emergency and police/fire services personnel on issues of safety and compliance with the system operating procedures.
  • Maintains the maintenance of accurate records and files related to the program; reviews safety related procurements and vehicle procurements.
  • Reviews plans for new construction and modification to existing structures.
  • Provides leadership, vision, and guidance for Valley Metro Safety programs.
  • Conducts scheduled and unscheduled inspections of Valley Metro and contractor work sites, facilities and locations to ensure staff and contractor compliance with program standards, contract requirements, and applicable laws, codes, regulations and guidelines.
  • Observes work in progress, documentation and equipment performance to ensure processes and procedures are followed and remain effective.
  • Documents deficiencies, non-compliance and violations of federal, state or local regulations and codes; makes recommendations for corrective actions and monitors the situation and/or issue until final resolution.
  • Works with the Security Manager, Emergency Manager, Certification/Program Manager and Safety Specialists to analyze threats and vulnerabilities; as well as hazards of Valley Metro owned and leased facilities and operations, including the transit system and its assets; notifies management and applicable stakeholders of risks; provides recommendations to management for mitigating risks; and develops and implements plans, including hazard tracking of systemic safety issues as required.
  • Confers with and coordinates activities with contractor safety staff and public agencies to establish and implement a safety action plan or SMS that complies with federal requirements.
  • Currently supervises the Rail Safety Specialists.
  • Conducts analytical studies; develops and reviews reports of findings, alternatives, and recommendations; directs the maintenance of accurate records and files including bus and rail crashes.
  • Participates in/on a variety of meetings, professional organizations, committees, and other related groups.
  • Manages the development and implementation of departmental goals, objectives, policies, and priorities; establishes appropriate services, staffing levels, and resource allocations.
  • Participates in the SSQA Budget allocation and submission each fiscal year.
  • Performs other related duties as assigned.

Physical Demands / Work Environment

Mobility to work in a typical office setting, use standard office equipment, and to drive a motor vehicle to visit work sites and attend meetings; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone. Considerable field work required with exposure to varied climate/weather conditions and field conditions in the course of conducting accident investigations, and other related safety work. Ability to lift and carry objects weighing up to 25 pounds. Accommodation may be made for some of the physical demands for otherwise qualified individuals who require and request such accommodation. Work may require extended hours or call back in emergency situations. Incumbents may be subjected to travel.
