Valiant Harbor International is Hiring a Program Security Specialist Near Springfield, VA

Valiant Harbor International is currently seeking a Program Security Specialist to support our National Geospatial Intelligence Agency (NGA) Research Mission Support Services (RMSS) in Springfield, VA. Note that this position requires candidates be located within reasonable proximity to Springfield, VA in order to support the NGA customer daily.
This is a contractor position similar in scope to a Program Security Officer, Manager, or Representative. The successful candidate must demonstrate past performance in multiple roles supporting Program Security, to include:

  • Apply DoD Instruction 5200.39 outlining the identification and protection of Critical Program Information (CPI) within Research, Development, Test, and Evaluation Programs.
  • Program Risk Assessments.
  • Counter-intelligence Threat Assessments.
  • Program protection implementation.
  • Industrial security practices managing multiple contractor relationships, personnel access, and program evaluations.
  • Classification review of releasable information.
The Program Security Specialist will perform a combination of the following duties:
  • Provide system security and risk assessment analyses in support of the Research and Technology Protection (RTP) mission and assist in the identification of potential program vulnerabilities that could be exploited.
  • Develop uniquely tailored classification guidelines for innovative GEOINT tools development and GEOINT data and specialized handling and dissemination instructions for Intelligence materials and specialized GEOINT programs and publications from NGA/Research; assist with reviewing and establishing additional technical and process-related security classification guidance for new concepts developed by NGA Offices and Pods.
  • Provide expert advice and assistance regarding RTP policies, the protection of classified information, classification management, special security, industrial security, security education and training, and security investigations.
  • Coordinate with PMs and OGC to identify export-controlled/ITAR restricted technologies in development within NGA Research.
  • Provide/assist in briefings for NGA Research workforce on evolving security policies and guidance, including foreign Government relationships.
  • Review program documentation and briefings, assist in the preparation of Cooperative Agreements with U.S. academic, non-profit, and industrial facilities to support research studies, to determine whether data is ready for release, and brief risk and mitigation recommendations to Government officials.
  • Recommend appropriate classification levels to protect program technical information, and ensure all documentation is properly marked and distributed in accordance with the appropriate Security Classification Guide(s).
  • Assist inquiries and mandatory reporting for any loss, compromise, or suspected compromise of CUI, classified, and/or sensitive information.
  • Assist with the identification of fundamental research and controlled information, and incorporate the associated protection requirements related to those items into a program-specific protection plan.
  • Author, review and brief/train personnel on risk assessments, risk acceptance documents, program-specific protection plans, OPSEC Plans, Mitigation Plans, Test Plans, messaging guidance, OCA-signed classification guidance, and CONOPs.
  • Apply Business Intelligence (BI) and social network analysis to illuminate threats, vulnerabilities, and opportunities for exploitation within traditional and non-traditional supply chains, networks of individuals, financial and non-financial business activities, t-technology trends, academic partnerships and research collaborations.
  • Identify business relationships such as contracts, licensing agreements, and board memberships in order to analyze: raw material acquisition, technology transfer and delivery, supply chain dynamics including sole source entities, reliance on foreign sources of manufacturing or raw materials, and patents related to NGA-sponsored activities, contracts, grants, agreements, and partnerships.
  • Review Joint Voluntary Notices and provide feedback to the Committee on Foreign Investment in the United States (CFIUS) in support of Risk-Based Analyses (RBA).
  • Evaluate foreign investment acquisition proposals related to R&D missions and geospatial-intelligence capabilities.
  • Assess and document recommendations related to Supply Chain Risk Management best practices, and business process improvement activities.
Required Skills/Experience: :
  • Experience developing, staffing and managing security programs for R&D communities, to include the IC, DoD, Commonwealth allies, industry, and academia.
  • Expert knowledge of Government policy and procedures for the handling of Unclassified, sensitive/Controlled Unclassified Information (CUI), National Security Information (Collateral), and SCI (including special security requirements) for the implementation of IC and DoD policy.
  • Knowledge in developing, reviewing and documenting classification management business processes ensuring compliance with the Director of National Intelligence policy (ODNI), E.O. 13526, DoDM 5200.01, Volumes 1-4, federal regulations and international arrangements.
Education Requirements: :
  • BA/BS, MA/MS, or PhD in law, law enforcement, cybersecurity, criminal justice, political science, history, English, or similar to these majors.

Clearance Requirements::
  • Candidates for this position must currently possess a U.S. DoD Top Secret security clearance with SCI eligibility.
