We have an exciting opportunity to join us in supporting one of our valued customers as an Operations Planner 4 (RF Spectrum Management) to work out of Schriever Space Force Base in Colorado.

PAY: $145,000 - $159,000

JOB SUMMARY:

USfalcon is seeking an Operations Planner to serve as Radio Frequency (RF) Spectrum Management SME with expertise in military satellite communications (MILSATCOM) management and Space Electronic Warfare (SEW) to be part of the 392 Combat Training Squadron’s (392 CTS) United States Space Force (USSF) Exercise Team at Schriever SFB, CO. The 392 CTS USSF Exercise Team supports the USSF’s command and control (C2), mission planning, and tactical-level exercises designed to prepare space operators to execute operations in a realistic contested, degraded, and operationally limited (CDO) environment against a thinking and determined adversary. The Spectrum Management Ops Planner will serve as the USSF Exercise Team’s MILSATCOM payload management expert and support the planning and integration of spectrum management activities in 392 CTS-supported USSF exercises.

ESSENTIAL DUTIES:

  • Serves as a subject matter expert on spectrum management matters during 392 CTS-supported USSF exercises, providing guidance and recommendations on MILSATCOM payload management and spectrum management to exercise planners, operators, and other stakeholders.
  • Integrates and synchronizes MILSATCOM payload and SEW training objectives during USSF exercise development and planning.
  • Collaborates with SEW units (4 EWS, 16 EWS, etc.) and associated command and control (C2) elements to develop and plan SEW activities in 392 CTS-supported USSF exercises.
  • Coordinates with MILSATCOM payload units (53 SOPS, 10 SOPS, etc.) and associated command and control (C2) elements to develop and plan MILSATCOM payload activities in 392 CTS-supported USSF exercises.
  • Supports 392 CTS-supported USSF planning conferences, working groups, training events, etc.
  • Participates in the Exercise Control Group (ECG) and White Cell, representing external MILSATCOM payload managers, WSOC, or other organizations to provide realistic exercise inputs to facilitate spectrum management training objectives
  • Provides recommendations, monitors, and tracks MILSATCOM payload management resources required (personnel, funding, and equipment) to support each event.
  • Coordinates with MILSATCOM payload training organizations to identify synergies between USSF exercise objectives and MILSATCOM advanced training academics.
  • Provides inputs for MILSATCOM payload modeling and simulation (M&S) capabilities.
  • Captures, analyzes, and reports observations and lessons learned identified during the design, planning, and execution of 392 CTS-supported USSF exercises and training events.
  • Supports hot wash, debriefs, and After Action Report development after 392 CTS-supported USSF exercises.
  • Integrates current and in-development spectrum management tools and M&S capabilities into 392 CTS-supported USSF exercise development and planning.
  • Prepares event-related documents (i.e., trip reports, exercise planning/execution products, after-action reports, lessons learned, and meeting minutes) within established time frames.
  • Carries out other tasks as directed by contract leadership required to ensure 392 CTS mission success.

REQUIRED QUALIFICATIONS:

  • 10 years of space experience.
  • Fundamental understanding of the RF spectrum and analysis tools used.
  • Experience working with Military Satellite Communication (MILSATCOM) payload missions.
  • Understanding MILSATCOM missions, capabilities and limitations, command and control (C2) constructs, and end-user requirements.
  • This position requires limited travel (less than 4-5 weeks/year).

PREFERRED QUALIFICATIONS:

  • Previous experience designing, planning, executing, and/or evaluating spectrum management or radio frequency interference in an exercise or real-world environment.
  • Experience with providing payload communications planning and communication restoral for combatant commands, services, agencies, and international partners.
  • Experience in spectrum management with a focus on MILSATCOM frequencies and RF spectrum utilization.
  • Hands-on experience with MILSATCOM payload management and operations, including familiarity with WSOC operations.
  • Previous SPACE FLAG experience.
  • USAF Weapons School graduate.

EDUCATION/CERTIFICATION:

  • Bachelor's degree from an accredited academic institution, additional years of experience may be used in lieu of education.
