US Western Area Power Administration is Hiring an Equal Employment Specialist (Diversity and Inclusion) Near Phoenix, AZ

Duties

As an Equal Employment Specialist (Diversity and Inclusion) you will perform the following duties at the full performance level:

  • Support and assist the EEO Manager, and D&I Manager in the implementation, evaluation, and sustainability of Diversity & Inclusion (D&I) programs within the Western Area Power Administration (WAPA), Office of Economic Impact and Diversity (OEID) team.
  • Collaboratively develops, communicates, and coordinates policies and initiatives that lead organizational change to foster a diverse and engaged workforce, and an inclusive culture. The incumbent directly reports of the Equal Employment Opportunity (EEO) Manager, with the Chief Administrative Officer as the second line supervisor.
  • Support and assist the EEO Manager, and D&I Manager in the development and implementation of a WAPA-wide Diversity Plan, in alignment with both the Department of Energy (DOE) Diversity and Inclusion Strategic Plan and WAPA's Strategic Plan.
  • Assist in planning and preparing the Equal Employment Opportunity Commission (EEOC) directed MD-715 Report, assist and support a multi-year Affirmative Employment Program Plan, help implement and support the WAPA-wide Special Emphasis Programs (SEPs), and help manage the WAPA Employee Concerns Program (ECP).

Qualifications

For the GS-09 level: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-07] in the Federal service. Specialized experience for this position is defined as meeting TWO of the FOUR following items:

  • Experience in interpreting and applying a wide range of laws, regulations, policies, and precedents, and practices applicable to the administration of an I&D, Affirmative Employment, Special Emphasis, and/or Employee Concerns program, or the Equal Employment Opportunity Commission (EEOC) directed, MD-715 Report.
  • Experience in interpreting and applying skills to conduct data and barrier analysis, and utilizing analytical techniques and evaluative methods, techniques, and criteria to measure and make improvement and recommendations for the efficiency and effectiveness of an agency D&I program, activities, and initiatives.
  • Experience in completing an agency (EEOC) directed, MD-715 Report.
  • Experience in preparing effective written and oral forms of communication, sufficient to organize information, prepare briefs, correspondence, and reports; assist with presenting informal or formal briefings.

OR Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. TRANSCRIPTS REQUIRED.
OR You may qualify on a combination of education and experience. The total percentage of experience at the required grade level compared to the requirement, must equal at least 100 percent. Only graduate level education more than the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. TRANSCRIPTS REQUIRED.
For the GS-11 level: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-09] in the Federal service. Specialized experience for this position is defined as meeting THREE of the FOUR following items:

  • Experience in interpreting and applying a wide range of laws, regulations, policies, and precedents, and practices applicable to the administration of an I&D, Affirmative Employment, Special Emphasis, and/or Employee Concerns program, or the Equal Employment Opportunity Commission (EEOC) directed, MD-715 Report.
  • Experience in interpreting and applying skills to conduct data and barrier analysis, and utilizing analytical techniques and evaluative methods, techniques, and criteria to measure and make improvement and recommendations for the efficiency and effectiveness of an agency D&I program, activities, and initiatives.

OR Education: Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related. TRANSCRIPTS REQUIRED.
OR You may qualify on a combination of education and experience. The total percentage of experience at the required grade level compared to the requirement, must equal at least 100 percent. Only graduate level education more than the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. TRANSCRIPTS REQUIRED.
For the GS-12 level: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-11] in the Federal service. Specialized experience for this position is defined as meeting THREE of the FOUR following items:
  • Experience in interpreting and applying a wide range of laws, regulations, policies, and precedents, and practices applicable to the administration of an I&D, Affirmative Employment, Special Emphasis, and/or Employee Concerns program, or the Equal Employment Opportunity Commission (EEOC) directed, MD-715 Report.
  • Experience in conducting data and barrier analysis, and utilizing analytical techniques and evaluative methods, techniques, and criteria to measure and make improvement and recommendations for the efficiency and effectiveness of an agency D&I program, activities, and initiatives.
  • Experience in completing an agency (EEOC) directed, MD-715 Report.
  • Experience in preparing effective written and oral forms of communication, sufficient to organize information, prepare briefs, correspondence, and reports; assist with presenting informal or formal briefings.
There is no substitution of education for experience at the GS-12 level.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
