This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.Major Duties:
  • Serves in an advisory capacity to the R&D Leadership, research investigators, research committee members, and research committee Chairs and others on issues relative to carrying out the institution's research activities involving the use of humans, animals, and safety procedures for investigative purposes.
  • Serves as the accreditation Facility Liaison, e.g., Association for the Assessment and Accreditation for Laboratory Animal Care International (AAALAC), human accreditation, etc., and is responsible for the preparation of accreditation applications, maintenance of standard operating procedures in accordance with accreditation agency standards, maintenance of institutional forms in accordance with accreditation agency standards, and maintenance of committee operations in accordance with accreditation agency standards.
  • Oversees the protocol review process of multiple programs and committees, ensuring projects are reviewed by appropriate personnel, including the Information System and Security Officer (ISSO) and Privacy Officer (PO), and issues related to project management are resolved. Serves in an advisory capacity to committee members and committee support staff and provides education and guidance on applicable policies and procedures.
  • Develops and maintains a pre-review program that will coincide with the IRB, IACUC, SRS, IBC, CIRB, and/or R&D Committee review of all research involving human subjects, animal subjects, basic laboratory science and the human research protection program. The pre-review is conducted prior to submission to the applicable oversight committee and deadlines are established with consideration for approval and in conjunction with the review of protocols by other research committees.
  • Stays informed on guidelines relating to animal protections and advises Research and IACUC leadership, as needed. Ensures animal research is reviewed, approved, and conducted in accordance with appropriate Federal, State and VA regulations and guidelines, funding agency specific guidelines, institutional policies, and appropriate accreditation standards. Serves as the institutional contact to answer questions of Institutional Animal Care and Use regarding regulation and policy. Responsible for efficient and compliant processes for research project review, approval, and the oversight of animal studies.
  • Develops reporting procedures, sampling techniques, and measurements at various points in the research committee process and research programs to identify problem areas or inherent weaknesses in work processes, procedures, information systems and content. Develops and identifies indicators, progress measures, objectives, and emphasis areas for the attention of R&D Leadership and staff. Develops data capture and reporting procedures to track progress of program management initiatives.
  • Responsible for maintaining the federal-wide assurance with the Office of Human Research Protection and ensuring IRBs are appropriately constituted and registered.
  • Responsible for maintaining the program's accreditation process for AAALAC. This accreditation plays a major role in developing programs to ensure that quality provisions and accreditation standards are planned, developed, and implemented to identify, prevent, and correct unsatisfactory conditions and elements, which influence the regulatory correctness and responsiveness of transactions and services.
  • Assumes responsibility in preparing for all external reviews such as: FDA, USDA, ORO, NIH OSP, AAALAC, OHRP, and OLAW, which includes securing all necessary documents and demonstrating practices to reflect full compliance.

The IOR for this job opportunity is: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
GS-09 grade level: One year of specialized experience (equivalent to the GS-7 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
Specialized Experience is defined as utilizing analytical and evaluative principles to resolve issues and accomplish program goals for a clinical, medical, and/or research department/organization; utilizing communication skills and applying stakeholder management principles; creating, maintaining, and disseminating electronic information and documents/files with office automated systems, equipment, and software.

Education: Possess a Masters degree or 2 full years of progressively higher level graduate education leading to such a degree or LLB. or J.D., in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Equivalent combinations of qualifying education and experience
