US SENATE is Hiring a Manager of Continuity Programs #597 Near Washington, DC

Duties

Manages the day-to-day Contingency Programs staff and functions. Responsible for personnel-related matters, including writing employee performance evaluations, initiating discipline, recommendation for hiring/promotions, and developing staff; prioritizes, assigns and inspects work of subordinates. Directs and manages operational and planning components of key continuity programs. Develops, analyzes, and maintains classified and unclassified policies, procedures, agreements and programmatic materials/publications. Advises senior decision makers on recommendations for positions. Assists the Director in the management of Joint Congressional and Senate continuity board processes. Oversees the testing, training and exercising of key contingency capabilities. Other duties as assigned.

Qualifications

Other Duties/ Responsibilities

  • Assists in development/execution of briefings for continuity projects through to completion.
  • Establishes and maintains effective working relationships with continuity partners.
  • Represents the SAA in meetings and activities with other Senate or legislative branch organizations.
  • Manages the operational readiness of continuity sites and capabilities. Conducts site surveys, periodic inspections and directs the movement of equipment and supplies.
  • Works closely with the Director in the development and management of the section budget; analyzes and reconciles monthly budget reports; provides input for budget testimony.
  • Required to be available at all times for sudden recall in response to emergency events affecting the Senate campus/community, and to potentially deploy to alternate sites in support of the Senate’s contingency operations.
  • Able to qualify and serve as a Duty Sergeant at Arms, SAA Duty Admin, or Command Center Duty Representative

Required Work Experience

  • 8 years of progressive programmatic and leadership experience.

Security Clearance

  • This position requires that the applicant obtain and maintain a TS/SCI U.S. Government security clearance.
  • Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.

Required Special Skills/ Knowledge

  • Strong presentation and briefing skills.
  • Skilled in time management and working in an office which is critical to the survival of the body of the Senate.
  • Skilled in technical writing and the ability to communicate verbally and in writing.
  • Knowledge of basic computer skills and knowledge of Microsoft Word, Excel, PowerPoint and Outlook.
  • Skilled at organizing technical setup and operations of videoconferencing, secure communications, teleconferences, and satellite communications as well as acquiring assembling and maintaining virtual and physical fly-away kits and other continuity supplies.
  • Skilled in tracking departmental budget.

  • Sedentary (carrying items less than 25 pounds)

Education

Bachelor’s Degree or Equivalent Experience.
