Overview

The Office of Security (OSY), a component of the Deputy Assistant Secretary for Intelligence and Security (DAS I&S) serves to mitigate the risk to personnel, facilities, property, information, and assets through increased initiatives in various security fields via issuance of Department-wide security policies and the application of a multi-disciplined security programs extending from the Headquarters to our operating units. 

Background

OSY plans and implements these policies through developing procedures and delivering security services for the Office of the Secretary and other nationwide Departmental bureaus. Specifically, OSY establishes and enforces policies and procedures for conducting background investigations and granting security clearances; safeguarding classified and sensitive documents and information; protecting Department personnel, facilities and property; assessing threats and determining risks to Departmental assets; ensuring proper communications security; providing guidance to Departmental offices and operating units on security-related matters; and, ensuring compliance with security policies and procedures.

Responsibilities

Although other general and within scope support duties may be assigned, some of the required tasks are as follows:

  • Review and assess Continuity of Operations Plans and Emergency Plans and procedures.
  • Develop the content for an online Continuity of Operations Awareness Training program for Department employees.
  • Work with staff to develop a more comprehensive Continuity and Emergency Management Test Training and Exercise (TT&E) program.
  • Assist in preparing requested materials for the Department’s Continuity of Government mission.
  • Assist in the staffing and tracking of Interagency and National Security Council taskings.
  • Attend interagency Continuity and Emergency Management working groups as may be required.
  • Evaluate the efficiency and effectiveness of Continuity and Emergency Management Programs, make recommendations for improvement, and implement approved initiatives.
  • Qualifications

    Approximately 4 years of related experience. Must have experience developing COOP plans for a Federal Civilian agency that falls under the Executive Branch.

    Top-Secret Clearance with SCI crossover eligibility based on an in-scope Single Scope Background Investigation at the start of contract performance for Continuity Programs.Successful candidates: 

    • Have been debriefed from SCI no more than 24 months ago
      • Including compartments SI/TK/HCS/G
    • Have an in-scope Background Investigation

    Education

    A B.S. in an associated discipline (or equivalent) is required.

    Certification(s)

    Preferred FEMA certifications:

    • Level 1 Professional Continuity Practitioner
    • 2. Level II Professional Continuity Practitioner
    • Master Continuity Practitioner.
