US Secretary of the Navy Offices (SECNAV) is Hiring a SUPERVISORY IT SPECIALIST (PLCYPLN) Near Washington, DC

Duties

  • You will serve as the Director, Human Capital System Operations (HCSO) Division, responsible for the oversight, management, implementation, and sustainment of HC/HR-IT systems, portals, and operations.
  • You will manage Manpower, Analytics, and HR Systems (MAHRS) infrastructure within the Navy's On-Premise and cloud environments, setting risk tolerance, synchronization and integration for various cybersecurity activities, processes and procedures.
  • You will manage and oversee the continuity of operations for OPM, DOD, and DON enterprise systems and applications deployed within the DON in support of the full HR life-cycle, hire to separation, of the civilian workforce.
  • You will supervise and manage a staff of civilians and contractors in the division in support of projects to implement and maintain Total Force (TF) Manpower and Human Resources information systems.

  • This position is eligible for ad-hoc telework at the discretion of management.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain a current Information Assurance Certification (i.e. Network , Security , or higher).
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area IT Project Manager (802) level Expert within 12 months of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • Certification Required: Information Assurance Certification (I.e., Network , Security or higher).

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Continuous review, analysis, design, modification, development, and evaluation of information systems ensuring compliance to DOD Instructions and SECNAV Instructions.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Collaborating, planning, and strategizing solutions and implementation enterprise-wide systems and applications that will fundamentally change and affect an entire spectrum of the business tools.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Prepares and presents reports, representing the organization in interactions with other organizations and provides technical leadership on group projects.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Provides advice and guidance on a wide range and variety of complex information engineering issues. Evaluates and recommends adoption of new or enhanced approaches to delivering IT services.

In addition to experience demonstrating the four competencies above, your resume must demonstrate at least one year of Specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector in providing leadership, program management and program development of IT/IM enterprise systems in support of Human Resources Information Systems; interpreting, developing, and implementing policies, procedures, and strategies using HR Information Systems concepts and methods; AND reviewing and validating technical and functional requirements supporting DOD related systems (i.e. DCPDS, DCHRMS, DCPS, DEERS, DISS).
