US Nuclear Regulatory Commission is Hiring a Training Services Program Manager Near Chattanooga, TN

Duties

As a Training Services Program Manager, you will provide support to the Office of the Chief Human Capital Officer in the preparation, design, execution, and evaluation of learning and knowledge management systems and activities; provide support to collaborative learning efforts with the NRC program and regional offices in the implementation of innovative learning strategies in the execution of NRC mission training strategies and goals. You will:

  • Assists NRC Instructional faculty with the design, development, and management of classroom, online and blended courses offered by the NRC. Using active learning, learning theories/instructional design models, and best practices in online distance learning, will integrate current learning technologies to promote effective teaching strategies and to improve learner's learning experiences. Explores new and emerging instructional technologies and media, and their adoption into NRC's collaborative learning environment.
  • Works closely with Senior Learning Project Managers, instructional staff, and Office Subject Matter Experts (SMEs) to identify and analyze skill gaps to aid in the development of dynamic learning and performance support opportunities based on innovative ideas and methods that best meet the organizational needs. Integrates current educational technologies to promote effective instructional strategies for student learning experiences. Facilitates all aspects of course development, delivery, and support. Manages the configuration and administration of the Collaborative Learning Environment, for virtual and online courses including support for course materials, videos, interactive models and exercises, registration, and reporting.
  • Creates artwork and graphics to be used in various applications (print, web, interactive activities, etc.). Develops interactive content to be used as standalone learning activities or inside training courses using Motion Graphics software and environments for various uses and projects. Curates videos and/or audio recordings to be used as standalone training videos or pieces inside training activities or courses. Supports learning activities and courses using systems such as Graphic Designer, Graphics Animator, Interactive Content Developer, and Audio/Video Producer. Implements emerging technologies such as extended reality and other new technologies training programs to enhance learner engagement to support adaptive scenario development in control settings.
  • Manages and coordinates special projects as directed in support of learning development, design, and implementation Plans, coordinates, and leads multiple complex and/or programmatic projects involving technical training and support. Prepares and manages a consolidated project plan for short- and long-term team initiatives. Identifies work scope, resources, deliverables for assigned technical training projects including the planning and coordinating of acquisition support. Initiates and implements actions to resolve complex issues to ensure project completion including the development of policies, requirements, and guidance.
  • Serves as a Contracting Officer Representative (COR) and participates in the planning, formulation and implementation of contracts in support of the training program. Manage contracts and direct contractor support for development of graphical, audio, and video assets to be incorporated into learning solutions. Designs consistent methods and metrics to measure the effectiveness of development initiatives (i.e., strategies to measure return on investment and return on value). Supports performance consulting initiatives including troubleshooting administrative problems, consultation with staff, and students in navigating through learning management systems.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
The ideal candidate will be able to demonstrate the following:
Demonstrated knowledge in course design, development, and instructional methods, and systems and technologies required for the implementation, and maintenance of professional training and development programs to support collaborative learning for online learning management programs. Examples may include training or work experience in instructional system design, performance consulting, storyboarding, and learning system administration.

Demonstrated knowledge and ability to create artwork and graphics, produce interactive course content, curate video and audio recordings, using software and technology to support learning and development. Knowledge of new emerging technologies such as extended reality to support adaptive scenario development in control settings.

Demonstrated knowledge and experience managing and coordinating projects in support of learning development including managing budgets, establishing schedules, developing milestones development, and identifying resources. Examples may include project management or experience as a Contract Officer’s Representative providing oversight of contract staff.

Demonstrated ability to effectively communicate orally and in writing and ability to deal tactfully and professionally with all levels of personnel. Describe presentations and communications you delivered, to whom, complexity, and what topics. Describe the various levels of individuals you interact with and for what purpose. Describe specific education, training, and/or experience which has enable you to acquire human relations and interpersonal skills. Explain how these skills fostered your ability to work effectively with people either individually or in a group or team environment; enabled you to effectively exchange information, provide advice, or resolve complaints and concerns of a person or group of people; or enable you to convince, persuade to a person or group of people your point, idea, or recommendation.

SPECIALIZED EXPERIENCE is defined as: Experience supporting instructional system design by applying performance consulting techniques, developing training content using graphic design, animation, and storyboards, and curating audio and video recordings. Experience managing learning management systems to support training delivery in online and collaborative learning environments.

The duty location of this position is Chattanooga, Tennessee. In general, employees are expected to be in the office at a minimum of 4 days per pay period**. Telework schedules, including full-time telework, are approved, on a case-by-case basis.
