US Nuclear Regulatory Commission is Hiring a Grants Specialist Near Rockville, MD

Duties

The successful candidate will perform the full range of Grant Specialist duties with routine assistance from Grants Officers or Branch Chief as necessary, this position includes performing administrative business, policy, and analytical work involving: (1) the management award, and/or obligation of funds for grants, cooperative agreements using financial, administrative business and negotiation procedures; (2) the competitive or non-competitive evaluation of grant proposals; and (3) the administration or termination, and/or closeout of grants and/or grant assistance.

With support from Grants Officers and/or Branch Chief, typical duties include:

  • Preparing documentation required for Funding Opportunity Announcements for financial assistance awards (grants and cooperative agreements)
  • Administering financial assistance awards during the pre-award, active, closeout and auditing stages and ensuring compliance with applicable laws, regulations, and policies;
  • Determining awardee eligibility using formulas and methodology and established eligibility criteria, such as competitive rating factors; negotiating all aspects of awards in accordance with applicable regulations; and preparing documentation for grant awards;
  • Attending meetings to design, develop, implement, and interpret grants/assistance management policies, procedures, and practices;
  • Attending meetings to support program officials, grant awardees, review panelists, applicants with grant related matters;
  • Reviewing and evaluating adequacy of grants/assistance policies and procedures to include conducting surveys and studies to recommend changes to policies, procedures, and regulations and liaising with various Federal agencies, organizations, and academic institutions to assess impact of new statutory regulations;
  • Serving as liaison between the Government and awardee organization, external customers, recipients, and awardee community to clarify, interpret, and resolve issues;
  • Announcing programs and soliciting applications or proposals for funding under assistance awards;
  • Overseeing, reviewing, analyzing, and evaluating grants/assistance applications, plans, and estimates;
  • Evaluating financial conditions, business integrity, ability, and capacity of financial assistance applicants to manage Federal funds.
  • Negotiating terms and conditions of grants/assistance awards to include costs, schedules, and oversight responsibilities;
  • Preparing, processing, issuing, and tracking grants/assistance awards and compliance with reporting requirements;
  • Conducting program evaluation, including monitoring, establishing performance measures, and assessing awardee performance;
  • Monitoring, assessing, and ensuring awardee complies with all terms and conditions of award;
  • Initiating and/or recommending audits and Conducting resolution of audit findings and/or monitoring audit resolution in partnership with resolution officials;
  • Conducting post-award reviews and analyses to identify management, financial, and administrative issues;
  • Conducting risk assessments and business reviews and recommending or initiating appropriate action to protect Government interests;
  • Performing final review of completed awards, making appropriate adjustments or disallowances, and processing close-outs; and
  • Ensuring compliance with all regulatory and legal requirements.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
The ideal candidate will be able to demonstrate the following:

Demonstrated experience and/or successful completion of college courses related to regulatory, legal, public policy and/or business-related subjects at work.

Demonstrated experience communicating, both orally and in writing, complex information in a clear and logical manner.

Demonstrated experience prioritizing and managing multiple work assignments and meeting established deadlines.

SPECIALIZED EXPERIENCE is defined as experience working with, interpreting, and/or communicating decisions regarding regulatory, legal, public policy and/or business subjects. This experience can be gained by assisting higher graded/more senior personnel with this work.

Education

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent.

Additional information

The duty location of this position is Rockville, Maryland. In general, employees are expected to be in the office at a minimum of 4 days per pay period**. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
