Tennessee Valley Authority is Hiring a Specialist, System Operator Initial Training Program Trainee Near Chattanooga, TN

In a training capacity, the System Operator Trainee will learn all aspects of TVA System Operations to include Transmission, Balancing Authority and Transmission Interchange Operations. The System Operator functions includes operating and maintaining the high voltage transmission system, reliably and economically balancing generation and load demand and coordination, evaluation and posting of transmission capability/availability of TVAs of transmission resources for all customers - both internal and external to TVA. Successful completion of the training program and obtaining NERC certification at the Reliability Coordinator level is required.

Training Program Requirements:

  • Employees will be participating in classroom, simulation, and OJT training for approximately 47 weeks (as determined by the Operator Training Committee and Management) with periodic written/oral exams.
  • Employees failing to pass any of the written or oral examinations or failing to maintain an average of 80 or above on weekly examinations, will be on remedial for a minimum of two weeks based on the Operator Training Committee and Management’s discretion. Trainees will be given an opportunity to successfully demonstrate satisfactory performance in all required areas.
  • Failure to raise weekly test averages to 80 or above, unsatisfactory performance on oral examinations or reliability related task verifications or failure to pass NERC certification exam for the Reliability Coordinator level will result in elimination from the System Operator Initial Training Program.

PRINCIPAL ACCOUNTABILITIES:

  • Responsible for complying with the North American Electric Reliability Council (NERC) Operating Standards. Has the responsibility and authority to take whatever actions are needed, including directing firm load shedding, to ensure the reliable operation of the Bulk Electric System. This authority includes any necessary rebalancing to return CPS and DCS compliance as well as any other actions needed to meet NERC Standards. These actions may be taken without prior management approval.
  • Applicable knowledge of power system protective relaying, carrier relaying, transfer trip, differential relaying, voltage control, and reactive power for the TVA Power System.
  • Responsible to ensure TVA clearance procedure is followed to provide a safe work environment.
  • Monitors system conditions to ensure the availability of off-site electrical power supply to nuclear plants.
  • Responsible for complying with NERC standards. Learned competencies lead to standing shift - six months probationary.
  • Coordinates and directs work with all TVA personnel, Corps of Engineers, power distributors, direct served customers and neighboring utilities.
  • Responsible for maintaining records of system data, system conditions, switching instructions, personnel arrival and departure from TVA substations and test performed.
  • During normal and emergency conditions, has the authority to take or direct timely and appropriate real-time actions. Such actions shall include shedding of firm load to prevent or alleviate SOL and IROL violations. These actions are performed without obtaining approval from higher level personnel within the Transmission Operator or Balancing Authority.
  • Ensures the safe and reliable real-time operation of the TVA transmission system and ensures the connectivity of the BES by monitoring the operating limits, developing contingency plans and directing switching operations.
  • Controls TVA electrical generation and contracted capacity and energy. Based on weather forecasts economic cost, and risk analysis, continually changes the mix of nuclear, fossil, hydro, and combustion turbine generation to meet customer load requirements.
  • Inputs data, initiates execution, and evaluates results of computer models used as guidance to ensure that generation is used economically.
  • Maintains communications with all generating plants and bulk market interchange and directs changes in generations and bilateral market imports as needed.
  • Determines the amount of surplus generation available for sale to other utilities and communicates amount to Power Marketing merchants. Maintains generation reserves required by North American Electric Reliability Council (NERC).
  • Responds to TVA system emergencies and unexpected generator trips or sudden load changes to maintain a continuous supply of electrical energy to all customers.
  • Validate and publish Real Time Pricing (RTP) cost feeds for distributor and direct serve interruptible customers. Responsible for initiation of interruptible customer curtailment to meet compliance standards.
  • Monitor and record and verify power flow on TVA transmission lines that directly interconnect with other power companies.
  • Monitor real-time systems such as EMS and TES to ensure balanced schedules, perform midnight metering checkout, and is responsible for validity and completeness of the Daily Operation Data Store (ODS) reports.
  • Responsible for oversight and tracking of the IPPs within the TVA Control area including verification of schedules, monitoring actual generation, handling adjustments, communications with customers and billing on imbalance/penalties. Manage IPP test schedules and verify that equipment is operational.
  • Receives and prioritizes requests for transmission service reservations and schedules and posts the status of each request on TVA’s OASIS (Open Access Same-time Information System) in accordance with TVA’s Transmission Service Guidelines and FERC policy.
  • Uses computer models to evaluate transmission requests from TVA Marketing and external transmission customers. Approves or denies transmission service reservations and schedules in a timely manner and notifies the transmission customer(s) of the status of each request. Acts as TVA’s agent to apply TVA’s Transmission Service Guidelines and established business practices in granting use of TVA transmission facilities.
  • Central point of contact with transmission customers to modify transmission reservations and schedules. Adjusts Available Transfer Capability (ATC) and Total Transfer Capability (TTC) as required and posts transmission capability on OASIS.
  • Responsible for providing approved, valid, and balanced Interchange and ramping requirements for the TVA and adjacent Balancing Authority Areas.
  • Responsible for transmission energy tagging including approval/denial, adjustments, validation, and ramping.
  • Monitors TVA’s transmission scheduling system and curtails transmission service schedules when necessary.
  • Implements curtailments due to Transmission Loading Relief (TLR) process in coordination with the TVA Balancing Authority.
  • Makes the necessary entries into the Energy Management System and other databases to record transmission service transactions for control and for billing purposes.
  • Performs hourly checkouts of scheduled interchange with adjacent Balancing Authority Areas.
  • Performs daily Midnight Checkout to check the current day and projected next day scheduled interchange with adjacent Balancing Authority Areas and IPPs.
  • Must understand transmission open access regulations and current electrical industry developments.


MINIMUM QUALIFICATIONS:

Education — A.S. Degree in Electrical Technology or relevant experience.

Experience — Experience with generators, transformers, power circuit breakers, relaying and protection principles and switching practices will be helpful.

Certification/License, etc. — Must obtain and maintain NERC certification at the Reliability Coordinator level prior to working independently on shift. Must be able to maintain FFD program Integrity Clearance

Knowledge/Skills/Abilities — Must have proven oral and written communication skills. Must be able to work a 24-7 rotating shift schedule.
