US National Nuclear Security Administration is Hiring a Program Manager (Deputy Director for Complex Management Team) Near Albuquerque, NM

Duties

As a Deputy Director for Complex Management Team, you will:

  • Directs work which involves providing guidance and direction to technical and management contractor personnel as well as providing direction to staff personnel. Guidance and direction to contractor personnel covers a wide range of disciplines, including project management, resource allocations, contracting issues, security, external customer interface, program/project budgeting, and program planning.
  • Participates with the SFO Manager and other top-level DOE and NNSA officials in all discussions, decisions, and problems relating to AC facility management activities. Ensures that all functions assigned to the CMT Office are in accordance with and effectively support the Manager's goals and objectives. Represents the Manager in meetings and conferences relating to program activities, and acts for the Manager when so designated during the Manager/Deputy Manager's absence.
  • Evaluates the contractor's performance of its assigned mission responsibilities relating to facility management and operational support to building occupants; establishes performance measures and criteria to evaluate support contractor performance for various work activities, and reports performance for the annual contract deliverables; and directs the preparation of reports and briefings for problem areas assigned to the DDCMT. Such reports and briefings describe the nature of the problems, proposed solutions, and recommendations, and analyses of the effect on schedule and cost, as well as the impact on other internal workloads.
  • Serves as the landlord of the Albuquerque Complex (AC) facilities and housing approximately 650 federal personnel and over 400 support contractors in the Albuquerque area. As landlord, a critical aspect of this organization is providing exceptional customer service to the tenants of the AC, ensuring that they have an on-site organization capable of providing the necessary facility and operational support to achieve the critical mission of the NNSA and the Department of Energy. The Deputy Director meets with the tenant leadership on a routine basis to ensure that issues and concerns are addressed proactively. In addition, this office will perform comparable to a landlord "call center", to ensure that the tenants' needs, and issues are addressed in a timely manner, providing a single, specific office responsible for these issues.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., EN/NN-03, NQ-03, GS-13. Specialized experience for this position is defined as:

1. Experience leading employees either as a supervisor and/or team lead in the accomplishment of an agency mission.
2. Experience interfacing with senior level management officials to include understanding senior level management requirements and needs, and/or ensuring full understanding of the work activities required to support their personnel.
3. Experience providing oversight and/or leadership over building and grounds maintenance, construction, supply and warehouse operations, budget, procurement, office moves, emergency management, and/or environment, safety, and health (ES&H) issues.
4. Experience providing oversight and/or leadership over the work of management and operating contracts and/or support service contracts and contractors.
