Duties

This vacancy is also being announced concurrently with vacancy announcement FRTIB-24-MP-022-1236358
The major duties of the position are:

  • Develops detailed financial/business system project plans to identify and meet project scope, schedule, and budget.
  • Identifies and establishes key milestones, metrics and action plans to address resource requirements (i.e., time, budget, and personnel).
  • Manages financial/business system project needs to anticipate and respond to changes and technical and stakeholder issues.
  • Coordinates project activities and efforts to establish and monitor progress solutions for scarce or competing resources in order to fulfill project progress toward attaining goals.
  • Analyzes operations of financial/business management systems processing flows and periodic and special queries, reports and systems edits for effectiveness and integrity. Consolidates and analyzes results to identify and develop information on trends, anomalies, or problems, and develop solutions to eliminate problems or improve operations.
  • Provides technical advice and customer support to financial/business system users to explain system problems or changes, potential solutions and required actions for resolution.
  • Collects and documents stakeholder expectations and requirements and develops and proposes solutions to project or customer issues.
  • Initiates and facilitates discussions to communicate information about system changes and other project information clearly to stakeholders.

Probationary Period. One-year probationary period may be required.
Selective Service. If you are a male applicant born after December 31, 1959, you must certify that you have registered with the Selective Service System, or are exempt from having to do so under the Selective Service Law.
Background Suitability Investigation. Continued employment is contingent upon satisfactory completion of a background investigation and the granting of a federal suitability or security clearance. If selected, you may be offered tentative employment until the background investigation has been fully adjudicated.

Qualifications

Specialized Experience:Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level, GS-12, in the federal government.
Specialized experience is defined as: Managing various projects and initiatives designed to accomplish the evaluation, establishment, and coordination of system setup; (2) Defining project requirements by identifying project milestones, phases, and elements and monitors project progress; (3) Planning and executing changes to the content and nature of financial reports and application of systems changes to financial/business system functions; and (4) Consolidating and analyzing results to identify and develop information on trends, anomalies, or problems, and develop solutions to eliminate problems or improve operations.
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Education may not be substituted for experience for this series and grade combination.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
Financial Analysis - Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.
Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
For Delegated Exam referral lists, Category Rating procedures will be used to rate and rank candidates. The category assignment is a measurement of the degree in which your background matches the competencies required for this position. Qualified candidates will be ranked into one of three categories: Best Qualified, Well Qualified or Qualified.
Best Qualified - Meets the minimum qualification requirements and excels in most requirements of the position.
Well Qualified - Meets the minimum qualification requirements and meets most requirements of the position.
Qualified - Meets the minimum qualification requirements, but does not possess the relevant competencies to a substantive degree.
