US Congressional Budget Office is Hiring a Counsel Near Washington, DC

Duties

CBO seeks an attorney to fill the position of Counsel, one of four attorney positions in the Office of General Counsel.
The Counsel, together with the more senior attorneys in the office, provides legal advice to CBOs management and staff about a broad range of legal issues in a collaborative, fast-paced, and complex environment. The Counsel interprets and analyzes legislative proposals, advises on areas of the law addressed in the cost estimates and reports that CBO prepares for the Congress, and provides formal and informal advice in all areas of law affecting CBOs operations, such as appropriations, data-use agreements, ethics, personnel and employment, and procurement. In performing those duties, the Counsel has contact with government officials at various levels, the private bar, members of the public, and Congressional staff.

TECHNICAL QUALIFICATIONS:

Candidates for this position must have graduated from a law school accredited by the American Bar Association and be a member in good standing of the bar of a state, a territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. Candidates should have the ability to:
Research and analyze complex factual and legal issues and present legally sound results in a clear, precise, and persuasive manner, both orally and in writing;
Produce written work products in a number of formats, including regulations, legal memoranda, memoranda of understanding, correspondence, and draft legislation; and
Provide a full range of legal advice and support related to a variety of statutes and programs.
Candidates will be evaluated on their total background, including experience, education, awards, and training. Those who have broad experience interacting with a wide variety of clients, as opposed to those who have worked only in a narrow specialty, will receive closer consideration, as will candidates who have experience with the Congressional budget process and drafting federal legislation.
Candidates must be able to obtain and maintain a Tier 1 (NACI) investigation.
