US Air National Guard Units is Hiring a HUMAN RESOURCES SPECIALIST (MILITARY) Near Pittsburgh, PA

Duties

As a HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-09, you will plan, organize, and oversee the full complement of activities within the Group Commander's Support Staff (CSS). Manage a myriad of Unit Commander's programs to include; Drug Demand Reduction Program, Urinalysis, Voting Assistance, promotions and demotions, evaluations, separations, retirements, benefits, entitlements, retention, classification, awards, decorations, retraining, casualty, Defense Travel System (DTS), Government Purchase Card Program, Government Travel Card Program, Air Force Fitness Program, Unit Security Program, Unit Self-Inspection Program, Unit File Maintenance, Unit Health Monitor, and personnel readiness programs. Responsible for program execution and tracking metrics on force management such as; assignment changes, commander's adverse action program, sanctuary, e-records management, selective reenlistment, and bonus programs. Prepare the preparation and review of outgoing correspondence for conformance with Air Force instructions, policies, format, and assembly; for accuracy of spelling, punctuation, form, grammar; and for completeness of reports and correspondence. Review incoming correspondence to determine the appropriate action required and priority; referring to appropriate individual or office for response. Integrate Information Technology into Group Staff operations. Technical expert in Microsoft Office applications, Adobe Acrobat, Electronic Record Management, and other Air Force information systems to create, copy, edit, and print a variety of standardized documents. Assist the Unit Training Manager in managing the unit training program and all subsequent listed duties within this section. Serve as focal point for all Career Development Course (CDC) waivers. Serve as the organizational point of contact and liaison with the Force Support Squadron (FSS). Perform other duties as assigned.

This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard.
AREA OF CONSIDERATION:

AOC 1: NG Employees working at the location specified
AOC 2: NG Employees of the Pennsylvania National Guard
AOC 3: All Service Members of the Pennsylvania National Guard (to include Temporary Technicians)
AOC 4: Service Members currently serving in another branch and are willing to become members of the Pennsylvania National Guard
AOC 5: All others willing to become members of the Pennsylvania National Guard
TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status.
INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice.

GENERAL EXPERIENCE: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: Must have at least 12 months of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MP3) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MP3.

Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.

REPROMOTION CONSIDERATION (Applies to technician applicants only.)
Technicians who have been demoted from this or a higher grade previously held in the same occupational series without personal cause and who are not in a grade retention status will be given consideration for re-promotion.
