Duties

WHAT YOU'LL BE DOING DAY TO DAY
As a Correspondence and Program Specialist, you will use your knowledge of and experience to optimize business results and customer experience by:

  • Assigning, tracking, and reviewing for consistency and accuracy, all correspondence for the signature of ACL Leadership, managing and directing the correspondence and assignment tracking system for ACL.
  • Planning, organizing, directing, reviewing, coordinating, and establishing controls for policy and program documents created by ACL and the clearance of documents created by other federal agencies and external partner organizations.
  • Identifying, distributing, and balancing workload and tasks in accordance with established workflows and skill levels.
  • Advising ACL managers and staff on all action items and correspondence requiring the Administrator's signature.
  • Preparing signature-ready letters and memoranda for the Administrator and for the Secretary.
  • Ensuring timely and accurate distribution of letters, memos, reports, and other documents that are generated by the IOA and are signed by the Administrator.
  • Serving as a knowledgeable point of contact in ACL in collaborating and coordinating with HHS's FOIA Office to respond to requests for information about policy, process, and procedure and/or technical assistance concerning access to records maintained by the Office.
** Duties as shown are at the full performance level (FPL) of the GS-12. Duties will be developmental in nature when filled below the FPL.

WHAT WE ARE LOOKING FOR
Minimum Qualifications:
For GS-09:
Experience: At least one-year of specialized experience equivalent in difficulty and responsibility to at least the GS-07 level in the Federal service that includes at least three (3) of the following:
  • Preparing and reviewing correspondence and other documents and/or using correspondence control procedures.
  • Working in a team environment.
  • Using records management methods to ensure maintenance of electronic and hardcopy records consistent with applicable practices and procedures.
  • Collecting, analyzing, and/or processing requests for information in compliance with FOIA or correspondence control requirements.
  • Conducting policy analysis and collecting information to prepare documents on issues and activities.

Education: Successful completion of a master's or equivalent degree; OR at least two (2) full years of progressively higher-level graduate education leading to a master's degree; OR a LL.B. or J.D., if related; in an accredited U.S. education program. (One (1) year of full-time graduate education is considered to be the number of credit hours determined by the school attended. If that number cannot be obtained from the school, 18 semester or 27 quarter hours will satisfy an academic year of graduate study. For information on Foreign Education, please see the 'Education' section for more details.) Transcripts must be provided.

For GS-11:
Experience: You must possess at least one-year of specialized experience equivalent in difficulty and responsibility to at least the GS-09 level in the Federal service that includes at least three (3) of the following:
  • Assisting with coordinating a variety of administrative activities related to correspondence and document preparation and analysis and/or related areas.
  • Interpreting and/or explaining information and concepts in a clear and concise manner for a variety of audiences.
  • Investigating and/or analyzing requests and providing responses to requests for information in compliance with FOIA, records requirements, or similar processes.
  • Researching case law, regulations, directives, notices, and/or manuals to properly process simple or complex FOIA or correspondence control requests.
  • Conducting policy analysis and collecting information to prepare papers, memoranda, analyses, briefing documents, proposals, and other documents on issues and activities.

Education: Successful completion of a Ph.D. or equivalent degree; OR at least three (3) full years of progressively higher-level graduate education leading to a Ph.D. degree; OR a LL.B. or J.D., if related; in an accredited U.S. education program.
