The Center for Studies in Demography and Ecology (CSDE) is looking for a fulltimeBudget Fiscal Analyst Leadto support our population science research infrastructure center. The University of Washington is proud to be one of the nation’s premier educational and research institutions. CSDE is a cross-disciplinary population research center at the University of Washington funded by a grant from the NICHD, matching funds from the College of Arts and Sciences and other units at the UW, and faculty affiliate grant proposals.
DUTIES AND RESPONSIBILITIES
The following represents a variety of the responsibilities assigned to the person in this position. The examples represent typical work, but are not intended to be inclusive of all duties required for this position:
Payroll
Manage staff payroll and components of academic staff/faculty compensation in compliance with University, State and sponsor standards. Responsibilities include:
  • Process bi-monthly division staff payroll and components of staff, faculty, and student compensation.
  • Respond to payroll inquiries and counsel on payroll matters.
  • Audit timesheets in Workday for staff and students, ensuring staff are paid correctly.
  • Find and resolve payroll discrepancies, communicate issue to Administrator and staff if necessary to process underpayment and overpayment
  • Initiate costing allocations in Workday as requested by Administrator and Grants Manager
  • Assist Grants Manager with ECCs (Employee Compensation Compliance) and GCCRs (Grant and Contract Certification Report) processes and deadlines
  • Manage complex faculty salary distributions and allocations; monitor salary cap cost share, and processing retroactive salary transfers. Ensures salary allocations are in compliance with University and other granting organizations regulations; assist PIs with ECC and GCCR compliance.
    Fiscal Management
  • Establish and maintain processes to monitor and approve and report fiscal activity for research awards and gift budgets. Responsibilities include:
  • Prepare monthly faculty financial reports inclusive of spenddown projections; meet with faculty regularly to review individual funding portfolios; assist faculty, lab managers, and the Administrator in analyzing and interpreting of financial data.
  • Participate in the preparation of budget summaries. Assist with special projects, reports and presentations as requested.
  • Assist Administrator with quarterly deficit reporting.
  • Recommend improvements for systems improvement and data organization as needed.
  • In collaboration with the Grants Manager, recommend and initiate appropriate internal controls and audit trails to assure spenddown compliance; investigate questionable entries and process adjustments.
  • Review and approve expenditures in Workday in accordance with grant, contract, Federal, State, and University of Washington regulations.
  • Update and manage the centralized budget/financial information systems for the Center.
  • Submit tickets to the College of Arts & Sciences Administrative Support Team (AST) for non-compensation fiscal corrections and funding transfers.
  • Serve as a approver for purchasing, reimbursement and miscellaneous payment entries online via Workday. Determine funding sources and review documents for audit/regulatory compliance. Ensure compliance with all UW, state, and funding agency policies, procedures, and regulations, including sponsoring agency cost accounting standards.
    Other Responsibilities:
  • Collaboratively organize information in electronic and hard-copy format to facilitate workflow of fiscal and compliance management. Analyze and improve program workflow to facilitate effective and efficient operations.
  • Serve as an essential member of the Administration Core Team, attending Team meetings, contributing to Center policies and procedures, operational decision making, and serving as a peer resource for other program manages.
  • Recommend process improvements regarding the unit business process, quality control, and grants management in general.
  • Provide back-up grant management support to colleagues during leaves and high volume periods.
  • Other duties and assignments, as needed.
    MINIMUM REQUIREMENTS
  • A Bachelor’s Degree with major study in accounting, business administration, or related field and two years of experience designing, developing, evaluating and interpreting financial information and budget/fiscal policies, or equivalent combination of education/experience.
    ADDITIONAL REQUIREMENTS
  • Proficiency in Microsoft Excel, Word, Access.
  • Experience with purchasing and Workday.
  • Experience managing payroll.
  • Experience with budget reconciliation, accounting procedures and financial documentation.
    DESIRED SKILLS
  • Ability to work independently and make decisions as necessary; ability to manage multiple priorities and to coordinate projects in a complex organization.
  • Must be highly organized, service-oriented, team-oriented, flexible and resourceful.
  • Proven attention to detail and ability to complete tasks with a high degree of accuracy.
  • Demonstrated experience with pre- and post-award management of federal and foundation awards.
  • Experience processing complex purchasing agreements and working with Purchasing.
  • Two years’ experience working in a research setting.
  • Experience working with UW fiscal and administrative systems and departments.
  • Experience with fiscal audit and/or working with research financial records
  • Familiarity or exposure to managing faculty, staff and Academic Student Employee (ASE) salaries
