About the Position: Provides program and funds management support to Planning, Programs, and Project Management Division execution of over $300M annually in civil, military and reimbursable programs. In addition to program and project support, prepares plans to meet substantial changes in workload; justifies revisions in staffing levels, and work priorities and deadlines.

Duties

  • Provide a variety of analytical, technical, and administrative program and funds management support.
  • Direct budgeting and financial execution of direct, reimbursable, and revolving accounts.
  • Advise managers on the status, availability, and rules governing use of funds in the program areas supported.
  • Adjust budget estimates or conduct partial re-budgeting on a frequent basis during the fiscal year to address program and funding instability.
  • Manage the execution of all project funds in coordination with program and project managers.
  • Performs full range of supervisory duties over section staff who are engaged in the life-cycle program and funds management of substantive business lines (e.g. Environmental, Military and IIS-IS, or Civil Works)

  • Must obtain Financial Management Certification Level II within 24 months of appointment.
  • Must possess or be able to obtain and maintain a valid state driver's license.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) administering a complex annual budget program of direct and reimbursable funds involving numerous appropriations; AND 2) utilizing automated Financial Management Systems and data bases to maintain and monitor financial information; AND 3) evaluating continual changes in program plans and funding. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
