Under limited supervision, performs various Human Resources related duties at the professional level and carries out responsibilities in some or all of the following functional areas: primarily recruitment, compensation, immigration, employee relations, human resource projects, human resources information systems.

Principal Opportunities:

The role of Human Resource Representative II offers the successful candidate incredible partnership opportunities at a critical time in UTEP’s history. As a key player in building a reputable team and creating best practices in HR, the HR Representative II will work closely with Associate Director as well as other team members within HR.
The successful candidate will work with a wide variety of departments within UTEP, to include but not limited to Deans, Provost, Professors, and departmental/college staff all of whom are energized to be actively engaged and look forward to collaborating with Human Resources to shape and address their hiring needs.

Essential Functions

Conducts full-cycle recruitment efforts for all exempt and non-exempt personnel; develops recruitment programs to attract applicants and to fill specific job openings; performs reference checks and/or schedule interviews for candidates upon request.

Reviews and approves employment requisition for posting; writes and places job advertising in various media; develops and coordinates internal job posting program and writes job postings.

Maintains a heavy administrative process; posts positions, conducts background checks, reviews for quality assurance, generates reports on quarterly metrics, and oversees the maintenance and administration of the applicant tracking system; Tracks applicant pool for compliance purposes, generating reports based on this data.

Participates in developing goals and objectives for respective area of responsibility and improve HR processes and systems; administers various human resources plans and procedures, assists in the development and implementation of personnel policies and procedures; prepares and maintains policies and procedures manuals.

Assists in the evaluation of reports, decisions, and results of department in relation to established goals; recommends new approaches, policies, and procedures to effect continual improvement in efficiency of department and services provided.

Responsible for closing out all recruitment efforts, including but not limited to, onboarding, offer letters, orientation set up, submitting electronic processing for new hires, preparing post job offer information, and communications with Hiring Department/Officials.

Provides information about the organization and job opportunities to potential applicants; coordinates participation in, sets up display, and works at job fairs.

Responsible for reviewing, tracking, and updating internal forms utilized for position classifications and Standard Operating Procedures.

May assist with the administration of compensation program; creates, reviews, and/or edits job descriptions written by others; confers with management and supervisors to identify personnel needs, job specifications, job duties, qualifications, and skills.

Coordinates communications with applicants; generates offer letter and rejection notifications for candidates; reviews appointment data in HRIS system, and submits approved appointment actions; processes temporary hire requests and participates in ad hoc projects.

Participates in administrative staff meetings and other various types of meetings and seminars. Participation in annual campus functions and events such as commencement, convocation, retirement activities, health fairs and job fairs. Occasional travel may be required.

Keeps abreast of law changes through UT System. Complies with all State and University policies.

Knowledge of all Microsoft Office software and able to learn and use institutional software systems such as PeopleSoft, eForms, and other processing software.

Complies with all State and University policies.

Other duties may be assigned.

Required Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Minimum education requirment: Bachelor’s degree from four year college or university within area of assigned responsibility.

Minimumum experience requirement: Five years related experience to the statement of duties and responsibilities; or equivalent combination of education and experience.

Preferred Qualifications

2-3 years’ experience in human resources focused in recruitment, onboarding, and/or generalist HR role in higher education.

Experience with PeopleSoft.

Must be a highly motivated self-starter who needs minimal direction and works well with multi-disciplinary teams.

During the COVID-19 outbreak, telework is highly encouraged for positions with duties that can be accomplished remotely. However, many UTEP staff positions require you to be on campus if required by the department.
