R0007265 USF Hilltop Campus Job Title: Credential Program Manager Job Summary: The School of Education (SOE) at the University of San Francisco (USF) invites applications for a full-time (12-month) position as Credential Program Manager. This person will work directly with all SOE credential programs (K-12 Teacher Education, including Undergraduate Teacher Education Center; Special Education; PPS School Counseling; Administrative Services Credentials) and the California Commission on Teacher Credentialing (CTC). Full Job Description: Oversee all credential processing activities for all School of Education (SOE) programs:
Active member of team that leads CA Commission on Teacher Credentialing (CTC) visits.
Organize and maintain all CTC documents and storage; streamline all documents and materials pertaining credential requirements.
Maintain the Student Advising Hub, our Salesforce platform, data and individual student digital files for every student enrolled in a credential program, as well as reports demonstrating all materials supporting each credential program is complete and in compliance; Ensure credential data is up to date and easily accessible to faculty advisors, staff, and candidates.
Train and educate all SOE stakeholders on all aspects of CTC standards and policies, especially any changes.
Ensure all SOE credential candidates are aware of their program requirements and their progress towards recommendation for their credential. Hold regular meetings with students to educate and orient them to credential requirements during the course of their programs.
Review and optimize use of data systems (will require collaboration with Director of Effectiveness, Strategy, and Assessment, Office of Admission and Outreach and credential program coordinators).
Support the Director of Effectiveness, Strategy and Assessment, who serves as the School's liaison with the CA Commission on Teacher Credentialing (CTC), by attending regular CTC meetings, staying informed on the current changes in CTC rules and regulations and updating faculty, staff, administration, and other stakeholders on state credential requirements.
Understand all credential program routes and offerings in the School, including all of the credential options available by the CTC, and advise accordingly to program and credentialing requirements.
Facilitate new connections and collaborations between credential programs, including possibilities for new concentrations and certificates.
Meet with and advise all credentialing students at five (5) campus sites (main campus and 4 additional locations - East Bay, North Bay, South Bay, Sacramento).
Develop and update USF/SOE policies and procedures pertaining to state credentialing for every credential program.
Review prospective applicant test scores and transcripts for compliance with CTC requirements related to basic skills, and subject matter competency, and US Constitution.
Maintain active MOUs with all required entities. Manage the MOU process and ensure compliance with all regulations.
Work closely with the Teacher Performance Assessment (TPA) Coordinator in tracking student TPA success.
Process and recommend all credential applicants; review to ensure they are correct and complete before recommending to the CTC.
Collaborate with the school's Director of Effectiveness, Strategy, and Assessment in overseeing program accreditation review activities.
Serve as consultant for program proposals, accreditation reports, and data reports to the CTC, WSCUC, and federal government.
Draft and send program enrollment verification letters to school districts and students for potential job opportunities.
Attend local and statewide meetings and conferences related to credentialing;
Actively participate in program committees relevant to programmatic and credential changes.
Intern Programs:
Collect and track all documents from interns before recommending them for an intern credential.
Maintain intern (student data) database.
Work with all SOE program department fieldwork coordinators and school districts to track interns, confirm placement documents and requirements are met.
Create and update Memorandum of Understanding (MOU) with School Districts.
Work with placement coordinators to initiate/update and track all MOU documents with schools/school districts related to the placement of credential students in fieldwork positions.
Request insurance document from Risk Management and contract review, approval, and signature from legal counsel and University Provost.
Minimum Qualifications
Bachelor's degree in education required (or related field) or equivalent experience required; MA preferred.
Minimum 1-3 years experience in progressively responsible positions in academic program and student learning assessment.
Excellent communication skills (written and oral) evidenced by background in preparing comprehensive reports and executive summaries incorporating complex, highly technical information.
Knowledge of quantitative and qualitative research design and measurement techniques, including sampling procedures and issues of reliability and validity.
Demonstrated ability to collect, analyze, and present data effectively (e.g., Excel, Tableau, Qualtrics, Chalk & Wire).
Appreciation for and understanding of the principles of Jesuit education.
