University of Rochester Medical Center is Hiring a Phlebotomy Program Manager Near Rochester, NY

Under general direction from the Pre-Analytic Operations Assistant Director with guidance from the laboratory Operations Director and the Laboratory Business Manager, manages the technical / administrative, financial, quality and personnel management functions of the laboratory. The chief supervisor has final responsibility to faculty and laboratory administration for the performance of the Phlebotomy Department.

Responsibilities:

Administration / Leadership:

· Oversees compliance with and effectiveness of departmental and section procedures; recommends revisions as needed. Coordinates and consults with laboratory administration and other departmental mangers to ensure integration and synchronization of laboratory operations. Supports strategic initiatives. Develops short and long-range goals and objectives for Phlebotomy that are in alignment with laboratory goals. Participates in laboratory and hospital management meetings and committees. Conducts regular staff meetings. Accepts accountability for Phlebotomy’s overall performance

· Operational Management / Technical Performance: Keeps abreast of current advances in the field and acts to evaluate and implement changes as appropriate. Designs processes, oversees and monitors the efficient operation of phlebotomy to assure quality samples safety, infection control and housekeeping policies. Develops and oversees instructional and training protocols. Provides daily operational direction and technical guidance to staff.

Quality:

· Develops and administers effective Quality Assurance program. Proactively seeks information to improve work processes, researches and implements solutions to problems in a timely manner. Understands and demonstrates the hospital vision and expectations of service excellence. Fosters an environment of teamwork and doing it right the first time.

· Personnel management Oversees the operations supervisors and provides mentoring and guidance including performance evaluations. Appropriately follows human resource policies, acts as a resource to operations supervisors recommending actions for hiring, transfer, promotion, disciplinary action and termination. Accountable for Phlebotomy staffing including adequacy of staffing levels, training, training documentation and equity of scheduling. Models leadership skills of professionalism, positive attitude, team building, good judgement, respect, and customer service.

Financial Performance:

· Works with Assistant Director and Facilities and Asset Manager to prepare operational budget and capital budget. Monthly review of expenses and justification of budget variances recommends modifications as needed. Fiscally responsible for section and understands the financial impact of operational decisions.

Qualifications:

· Bachelor’s degree required, Master’s degree preferred

· 3-5 years of relevant experience including at least 2 years at a managerial level required or equivalent combination of education and experience

Required:

· Ability to lead a large diverse team and manage personnel issues

· Demonstrated ability to work effectively in a highly matrixed environment

· Experience using Lean for performance improvement

· Ability to travel to multiple sites and must have reliable/efficient transportation for off-site visits and meetings.

· Ability to manage multiple tasks simultaneously and effectively change priorities as needed.

· Ability to develop business proposals/reports, analyze data and improve efficiency

· Strong oral and written communication skills.
