Department Summary

The College of Arts and Sciences is the hub of learning, research, and academic excellence at the University of Oregon. The CAS Business Office (CBO) provides services and programs in the areas of budget and finance, accounting and purchasing, grants, human resources, stewardship administration, and event services to departments within the College of Arts and Sciences.
The mission of the CAS Business Office is to provide consistency through centralized services, offering our expertise in processing a wide variety of business operation transactions and programs, including acting as a liaison to the Business Affairs Office, Purchasing and Contracting Services, University Human Resources, Payroll Administration, and Sponsored Project Services. We are committed to providing superior customer service and creating partnerships with our customers to ensure their needs are fulfilled to the highest standard.

Position Summary

Reporting to the Associate Director of Financial Operations, the Finance and Budget Manager has oversight of budgetary and accounting functions necessary to execute financial transactions and programs in the CBO. The position provides fiscal operations expertise to its supported units, and critical information, recommendations, and trends to senior management in support of executive decisions.
The Finance and Budget Manager completes their work across a sophisticated accounting structure consisting of many accounting indexes, making full, consistent, and accurate use of university accounting policies and regulations, GAAP, and grant support functions. This position has primary responsibility for all budget adjustments and unit capital expenditure tracking. The individual in this position is a principal liaison to the CAS Dean’s Office, the University budget and resource planning and business affairs offices, and other financial managers across campus. This position also regularly interacts with university senior-level management, as well as with external state and federal agencies on behalf of the Associate Director of Financial Operations.
The Finance and Budget Manager provides comprehensive budgetary reporting and analysis for supported units across the organization. Information and analysis must be accurate, timely, and appropriate. The person in this role frequently receives ad hoc priority requests to be independently vetted, prioritized, and triaged.
The Finance and Budget Manager makes frequent independent decisions in support of senior management decisions. Work is largely independent with frequent direct responses to senior management and executives in various parts of the university. Guidelines and procedures are set by the Associate Director of Financial Operations, University policy, and state and federal regulations. The individual in this position participates in university procedure development groups, such as the University budget managers group and the IDR/Cognos working group. This position supervises support staff who process financial transactions.

Minimum Requirements

  • Three years of experience managing a complex budget with multiple revenue streams or funding sources, and multiple supported operations;
  • One year of supervisory or lead work experience;
  • Three years of experience regularly and frequently performing and/or overseeing accounting transactions and providing financial reports.

Preferred Qualifications

  • Experience managing multiple budgets in a higher education environment.
  • Experience with Banner, Cognos or other integrated data reporting systems.
  • Experience providing professional presentations, memos, and communications.
  • Experience administering federal grants.
